The Pledge of Allegiance was given to the Flag. ADMINISTRATION OF OATHS The City Clerk administered the Oath of Office to re-elected Councilmembers Chuck Beaty (Ward 1) and Joy Defenbaugh (Ward 3). SPECIAL JOINT MEETING OF THE PARKING, INDUSTRIAL DEVELOP- MENT, AND ECONOMIC DEVELOPMENT AUTHORITIES The City Council recessed for the purpose of sitting as the Parking Authority, the Industrial Development Authority, and the Economic Development Authority. Following adjoumment of the meeting, the body reconvened as the City Council. PRESENTATIONS Mayor Loveridge called on Jim Morrissey, American Planning Association, who presented the Distinguished Leadership Award for a Professional Planner to Planning Director Steve Whyld. Mayor Loveridge presented a Proclamation to Police Chief Jerry Carroll proclaiming Friday, December 17, 1999, as Lights On For Life Day in the City of Riverside. Mayor Loveridge announced that Councilmember Kane is attending the League of California Cities, Revenue and Tax Committee meeting in Sacramento. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item, with (1) changes to conditions relative to Zoning Case MP-003-989 (Revised); and (2) Councilmember Defenbaugh abstaining from voting on approval of the November 23, 1999, Minutes as she was absent. MINUTES The Minutes of the Meeting of November 23, 1999, were approved as presented. PLANNING COMMISSION ZONING CASE MP-001-989 (REVISED) - 800 IOWA The City Cotmcil upheld the action of the Planning Commission in approving subject to conditions the request of KCT Consultants, Inc., for a revised industrial plot plan consisting of a proposed 25,200-square-foot office addition and a 257,400-square- foot warehouse addition on approximately 32 acres developed with a 299,762-square- Motion Second All Ayes Ayes Abstain X X XX XXX X 85-156
