CITY OF RIVERSIDE CITY COUNCIL November 23, 1999 ZONING CASE MP-002-990 - APPEAL - SELY. OF COLUMBIA/GAGE CANAL - HUNTER BUSINESS PARK 3 P.M.--Hearing was called on the appeal of Jim Guthrie from the decision of the Planning Commission in approving, except as modified by conditions, his proposal for an industrial plot plan for the construction of two buildings, each 12,397 square feet in size, on approximately 1.9 vacant acres located southeasterly of the intersection of Columbia Avenue and the Gage Canal, on Lot 10 of PM-29161 within the Hunter Business Park Specific Plan, in Zones MP-SP, with the City Council to also consider the determination by the Planning Commission that the proposed project will not have a significant effect on the environment and that a Mitigated Negative Declaration be adopted. Mr. Guthrie spoke regarding the project. No protests, written or oral, were presented. Following discussion, the public hearing was officially closed. The City Council granted the appeal subject to conditions, approved a variance for a 5-foot sideyard setback between lots 10 and 11 and a 15-foot sideyard setback between lots 9 and 10 subject to the approval of the Fire Department; approved 10-foot setbacks on each side if Fire Department approval is not obtained; adopted the variance justifications presented at the meeting, the staff report, Variance Justification Form, and environmental assessment as findings; upheld the Commission's determination that the project would not have a significant effect on the environmental; concurred in the adoption of a Mitigated Negative Declaration; and found there is no evidence that the proposed project will have any potential for adverse effects on wildlife resources and the impacts of the project are found to be de minimis pursuant to Section 711.4 of the Fish and Game Code. RECESS The City Council recessed at 3:45 p.m. to attend a 5:15 p.m. reception at the UCR- California Museum of Photography honoring the Medal of Honor Convention volunteers and reconvened in the Council Chamber at 6:45 p.m. The Invocation was given by Councilmember Thompson. The Pledge of Allegiance was given to the Flag. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item but removing from the agenda consideration of Bid 5684 for a Police Department Replacement Utility Vehicle. MINUTES The Minutes of the Meeting of November 16, 1999, were approved as presented.
