CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />Minutes of: <br />Date of Meeting: <br />Time of Meeting: <br />Place of Meeting: <br /> <br />Regular Meeting of the City Council <br />November 9, 1999 <br />9 a.m. <br />Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />Mayor Loveridge called the City Council meeting to order at 9:20 a.m. following <br />completion of the Adjourned Regular Meeting. <br /> <br />The Invocation was given by Councilmember Moore. <br /> <br />The Pledge of Allegiance was given to the Flag. <br /> <br />PRESENTATIONS <br />Mayor Loveridge called on Johnny Tsang and Cindy Kane from the Department of <br />Alcohol Beverage Control who presented an award to Police Chief Jerry Carroll, Lt. <br />Andy Pytlak, Sgt. Dave Reeves, and Officer Terry Meyer for outstanding work on the <br />G.A.L.E. grants (Grant Assistance for Law Enforcement) during the previous two <br />years. This grant provides funding for education and prevention of alcohol related <br />crimes as well as providing high visibility enforcement. <br /> <br />Mayor Loveridge presented a Proclamation to Joyce Bates and Lisa Munoz, the <br />City's Campaign Coordinators, proclaiming Tuesday, November 9, 1999, as United <br />Way of the Inland Valleys Campaign Kick-Off Day. <br /> <br />CONSENT CALENDAR <br />The following items, presented to the City Council on the Consent Calendar for <br />consideration, were approved by one motion affirming the actions appropriate to each <br />item; with Councilmember Defenbaugh requesting her vote be shown as no on the <br />item relative to the adoption of Ordinance No. 6495 relative to Case AM-002-990. <br /> <br />MINUTES <br />The Minutes of the Meeting of November 2, 1999, were approved as presented. <br /> <br />CITY MANAGER <br /> <br />BID 5680 - COMPUTERIZED TERTIARY CONTROLLER UPGRADE - WATER <br />QUALITY CONTROL PLANT <br />The City Council (1) awarded Bid 5680 to Associated of Los Angeles in the amount <br />of $42,079.96 for the computerized tertiary controller upgrade at the Water Quality <br />Control Plant; and (2) authorized the Purchasing Services Manager to issue a <br />purchase order for the required equipment. <br /> <br />AMICUS CURIAE BRIEF - UTILITY COST MANAGEMENT V. EAST BAY <br />MUNICIPAL UTILITY DISTRICT <br />The City Council authorized the City Attorney to join in the amicus curiae brief being <br />prepared on behalf of cities in the case of Utility Cost Management v.
