CITY OF RIVERSIDE CITY COUNCIL Minutes of: Date of Meeting: Time of Meeting: Place of Meeting: Regular Meeting of the City Council November 9, 1999 9 a.m. Council Chamber, City Hall Roll Call: Mayor Loveridge called the City Council meeting to order at 9:20 a.m. following completion of the Adjourned Regular Meeting. The Invocation was given by Councilmember Moore. The Pledge of Allegiance was given to the Flag. PRESENTATIONS Mayor Loveridge called on Johnny Tsang and Cindy Kane from the Department of Alcohol Beverage Control who presented an award to Police Chief Jerry Carroll, Lt. Andy Pytlak, Sgt. Dave Reeves, and Officer Terry Meyer for outstanding work on the G.A.L.E. grants (Grant Assistance for Law Enforcement) during the previous two years. This grant provides funding for education and prevention of alcohol related crimes as well as providing high visibility enforcement. Mayor Loveridge presented a Proclamation to Joyce Bates and Lisa Munoz, the City's Campaign Coordinators, proclaiming Tuesday, November 9, 1999, as United Way of the Inland Valleys Campaign Kick-Off Day. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item; with Councilmember Defenbaugh requesting her vote be shown as no on the item relative to the adoption of Ordinance No. 6495 relative to Case AM-002-990. MINUTES The Minutes of the Meeting of November 2, 1999, were approved as presented. CITY MANAGER BID 5680 - COMPUTERIZED TERTIARY CONTROLLER UPGRADE - WATER QUALITY CONTROL PLANT The City Council (1) awarded Bid 5680 to Associated of Los Angeles in the amount of $42,079.96 for the computerized tertiary controller upgrade at the Water Quality Control Plant; and (2) authorized the Purchasing Services Manager to issue a purchase order for the required equipment. AMICUS CURIAE BRIEF - UTILITY COST MANAGEMENT V. EAST BAY MUNICIPAL UTILITY DISTRICT The City Council authorized the City Attorney to join in the amicus curiae brief being prepared on behalf of cities in the case of Utility Cost Management v. East Bay Municipal Utility District supporting East Bay Municipal Utility District' s position in asking the court to uphold the 120-day statute of limitations for educational entities filing lawsuits objecting to adopted municipal water or wastewater rates and charges.
