<br />3:00 P.M.--Hearing was called on the proposal of Kyte Mullins, Zoning Case R-41-801,
<br />to place the approximately t,870 square feet of vacant land situated on the southerly
<br />;side of Arlington Avenue easterly of Monroe Street, being in the 6800 block of
<br />;Arlington Avenue, in Zone R-I-65 and remove the same from Zone C-2; and to place the
<br />,approximately 2,140 square feet of vacant land situated on =he northeasterly side of
<br />~Monroe Street southeasterly of Arlington Avenue, being in the 4800 block of Monroe
<br />&Street, in Zone C-2 and remove the same from Zone R-1-65; with the City Council to
<br />ialso consider supplementing the requested zoning with Zones S and X. As heretofore
<br />&directed by :he City Council, the minu=es of the City Planning Commission pertaining
<br />to this case are on file and are a part of the evidence submitted at this hearing,
<br />~whether or not any portion thereof is read or discussed. The communication from the
<br />,City Planning Commission stated that the Co~ission, by a vote of 9 ayes to 0 noes,
<br />approved Zone R-1-65 on Arlington Avenue and Zones C-2-S-1-X on Monroe Street, subject
<br />to the following conditions: (1) There shall be a two-year time limi~ in which ~o
<br />,satisfy the following conditions and finalize =his action. If the zoning is not
<br />,adopted within two years of the date of introduction of the ordinance, the action
<br />,taken on ~his petition shall be void. A time extension of not more ~han one year may
<br />be requested of the City Council by letter. Such time extension request must be
<br />received by the City Clerk thirty days prior to the end of the two-year limit; (2) Zone
<br />S-1 (Single-Story Building Height) and Zone X (20-foot setback from any residentially-
<br />zoned property) shall be applied =o the parcel requested for C-2 zoning; (3) Adoption
<br />of this zoning case shall be contingent upon final adoption of Zoning Case R-71-778.
<br />:The adoption of R-71-778 shall include the deletion of that area proposed for R-1-65
<br />:under this zonin~ case (R-41-801); (4) The provisions of public utility easements,
<br />~water, street lights and electrical underground and/or overhead facilities and fees in
<br />~accordance with the rules and regulations of the Public Utilities Department; (5) In-
<br />~stallation of curb and gutter at 20 feet from centerline, sidewalk and matching pave-
<br />~ment on Monroe Street; (6) Off-site improvement plans to be approved by the Public
<br />~Works Department and a surety posted ~o guarantee =he required off-site improvements
<br />~prior to the final adoption of this zoning case; (7) Size, number and location of
<br />~driveways to be approved by the Traffic Division; (8) Removal and/or relocation of
<br />~trees as required; and (9) Adoption of the rezoning case will be contingent upon the
<br />~adoption of Zoning Case R-71-778 which has previous ten~ative approval; determined
<br />~that the proposed rezoning would not have a significant adverse environmental effect;
<br />~and adopted the staff report and =he environmental assessment as findings. The Plan-
<br />~ning Director presented departmental recommendations, together with maps of the area.

<br />iAMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN (CASE GP-15-801) - 11400 AND
<br />11500 BLOCKS PIERCE STREET
<br />3:00 P.M.--Hearing was called on the proposal of Loma Linda University, Case
<br />,GP-15-801, to amend the Land Use Element of the City of Riverside General Plan to
<br />delete =he existing Industrial Park and Public and institutional land use designations
<br />,on =he approximately 5.4 acres of land situated on the southeasterly side of Pierce
<br />Street southwesterly of Golden Avenue, being in the 11400 and 11500 blocks of Pierce
<br />Street, in the Retail Business and Office land use designation or other land use
<br />designation(s) deemed more appropriate by the City Council. This property has been
<br />tentatively approved for con~nercial zoning under Zoning Case R-37-790. As heretofore
<br />directed by the City Council, the minutes of the City Planning Commission and the
<br />Environmental Protection Cor~nission pertaining to this case are on file and are a part
<br />of the evidence submitted at this hearing, whether or not any portion thereof is read
