It was detez~ined that ~he City <br /> Council would not set the matter for public hearing. <br /> iCITY PLANNING COMHISSION AND ~IRON~LT~A1. PROTECTION COZ~[ISSION <br /> : <br /> ~THE SPRINGS - REVIEW OF DRAFT EIR PREPARED BY COUNTY OF RIVERSIDE - LOCATED IN <br /> {UNINCORPORATED SUNNYMEAD-EDGEMONT AREA <br /> CoY~nunications were presented from the City Planning Commission and the Environmental <br /> Protection Comission advising of the Commissions' recommendations relative to the <br /> draft Environmental Impact Report prepared by the County of Riverside for an approxi- <br /> mately 311-acre proposed regional shopping center and industrial park located in the <br /> unincorporated Sunnymead-Edgemont area, generally bounded by State Route 60 on the <br /> north, Day Street on the east, Eucalyptus Avenue on the south and 1-15E on the west, <br /> as follows: (1) On April 22, 1982, the City Planning Co--.ission, by a vote of 6 ayes <br /> to 0 noes, approved the staff reco.wnendation that the final EIR should (a) contain an <br /> expanded analysis of the effects of this project on traffic circulation along City <br /> streets, including Central, Alessandro and Pennsylvania Avenues and Box Springs Boule- <br /> =yard, and (b) more clearly define the expected impacts of this project on future <br /> retail sales growth of existing commercial development, particularly at Tyler Mall and <br /> the Riverside Plaza; and (2) On April 14, 1982, the Environmental Protection Commis- <br /> {sion, by a vote of 8 ayes to 0 noes, adopted the staff recommendation that the final <br /> {EIR should (a) contain an expanded analysis of the effects of this project on traffic <br /> {circulation along City streets, including Central, Alessandro and Pennsylvania Avenues <br /> %and Box Springs Boulevard, (b) more clearly define the expected impacts of this project <br /> ~on retail sales growth of the existing commercial development, particularly at Tyler <br /> ]Mall and the Riverside Plaza; and further determined that the final EIR should <br /> ~(c) elaborate on the cumulative impact of this project on solid waste disposal in the <br /> ~area, and (d) address the off-site impacts of this project on wildlife in a cumulative <br /> ~fashion. The Comissions' recommendations were upheld by the City Council, and the <br /> {City staff was authorized to forward these recommendations to the County of Riverside <br /> Board of Supervisors for their consideration. <br /> iPLANNING DEPARTMENT <br /> , <br /> , <br /> {TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-22-790 <br /> {A communication was presented from Ronald Dobson requesting a one-year time extension <br /> %from November 27. 1981, in which to complete the conditions of approval under Zoning <br /> {Case R-22-790, being two lots containing a combined area of approximately .37 acre of <br /> land situated on the northwesterly corner of Arlington and San Diego Avenues, located <br /> ,at 3543 and 3547 Arlington Avenue. Petition for a zone change was granted on Novem- <br /> {ber 27, 1979, and this {s the first request for a time extension. The City Council <br /> granted the time extension to N0v~ber 27, 1982, retr0active to November 27, 1981. <br /> <br />TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-52-723 <br />A communication was presented from Kathryn Anne da Silva requesting a one-year time <br />extension from 3uly 3, 1982, in which to complete the conditions of approval under <br />Zoning Case R-52-723, for property located in the 3800 and 3900 blocks of Polk Street. <br />Petition for a zone change was granted on July 3, 1973, and this is the eighth request <br />for a time extension. The City Council granted the time extension to 3uly 3, 1983, as <br />requested. <br /> <br />PUBLIC WORKS DEPARTMENT <br /> <br />:TIME EXTENSION - TRACT 9200-1 <br />%A Time Extension Request was presented from Standard-Pacific Corporation requesting an <br />%iS-month extension of time to complete the off-site improvements required for Tract <br />~9200-1, located at Saratoga and Fox Streets; together with a Memo from the Public <br />{Works Department advising that this tract was adopted on April 7, 1981, and this is <br />%the first request for a time extension. Off-site construction has started but is not <br />% mplete. The Department has on file bonds and agreement in a sufficient amount to <br />co <br />,cover the installation of all required off-site improvements; and reconunends that the <br /> <br />67-427 <br /> <br /> <br />
