Parkar representing ~he La Sierra Chamber of Commerce. Mayor Brown announced that the Chair would enforce the CiL'~ Council existing polic7 that each speaker from the audience speak no more than three minutes, and lim:~ting each Member of the Ci~7 Count/1 to speakin~ no more =hen twice on en? one subject, with a three-minute w~erfmum speakin~ time each time he speaks; w-lth the exception in a case of anyone making a presenTatinn; and w~=h other exceptions to this rule to be made in =he form of a motion by a Councilmenbar. CONSENT The following items were approved b7 one motion affirming the at=ions appropriate those items listed on the Consent Calendar and as submitted to the Cl~7 Council for consideration, with the exception of Case GP-26-812, Nuview Branch Librar~ Bead posi- tion c/assification cban~e, flood control retention basin, traffic si~mal at Fifteenth SCrea= and MaSnolia Avenue, and opposition to Assembl? Bill 27~2, all of which were removed to the Discussion Calendar. VICTORIA AND ARLINGTON A communication was presented from the Environmental Protection Commission advising that, on March 24, 1982, the Co~w~nsion, by a vote of 8 ayes tO 0 noes and 1 abeten- =ion, determined that the proposed bikewa~ alnnS both si~es of Central/Alessandro between Victoria Avenue and Arlington Avenue would noc have a si~nificant adverse environmental effect, Case EPC-25-812.
