<br />The Minutes of the Meeting of August 3, 1982, were approved as submitted.
<br />
<br />Mayor Brown presented to Joyce Rogers of the Riverside Chambers of Commerce A
<br />Resolution of the City Council of the City of Riverside, California, Encouraging New
<br />'Manufacturing Distribution and Commercial Facilities to Locate in the City of
<br />Riverside; whereupon, the resolution was adopted.

<br />Councilman Loveridge entered at this time.

<br /> CONSENT CALENDAR
<br />The following items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for
<br />consideration, with the exception of street tree surety for planting by developers and
<br />~Sycamore Canyon Specific Plan, both of which were removed to the Discussion Calendar.

<br />=ZONING CASE C-30-656 - HARVEST CHRISTIAN FELLOWSHIP - 6115-6183 ARLINGTON AVENUE
<br />~A communication was presented from the City Planning Commission advising that, on
<br />~July 22, 1982, the Commission considered the request of Harvest Christian Fellowship
<br />~(formerly Calvary Chapel), Zoning Case C-30-656, for a review to determine if
<br />~previously-approved conditions and requirements have been met at 6115-6183 Arlington
<br />=Avenue, situated on the north side of Arlington Avenue easterly of Nell Street, in
<br />~Zone R-1-65; and, by a vote of g ayes to 0 noes, approved the conditional use permit
<br />~subject to the staff-reco.~.ended.conditions. It was determined that the City Council
<br />iwould not set the matter for public hearing.

<br /> ZONING CASE C-8-801 (REVISED) - S. DE GEI~NARO - 3199 VAN BUREN BOULEVARD
<br />~A communication was presented from the City Planning Commission advising that, on
<br />[July 22, 1982, the Commission considered the request of S. DeGennaro, Zoning Case
<br />~C-8-801 (Revised), for a revised conditional use permit to include an enclosed patio
<br />eto allow a game room for a fast food restaurant with a drive-through lane at
<br />~3199 Van Burst Boulevard, situated on the northeasterly side of Van Burst Boulevard
<br />southeasterly of Indiana Avenue, in Zone M-i; and, by a vote of 8 ayes to 0 noes,
<br />~approved the revised conditional use permit subject to the staff-recommended condi-
<br />~tions; and determined that the proposal would not have a significant adverse environ-
<br />,mental effect. It was determined that the City Council would not set the matter for
<br />public hearing.

<br />~CASE EPC-I-823 - SPRINGBROOK WASH FLOOD CONTROL FACILITY IMPROVEMENTS - BETWEEN HALE
<br />~qqD STRONG STREETS
<br />~A communication was presented from the Environmental Protection Commission advising
<br />[that, on July 14, 1982, the Commission, by a vote of 6 ayes to 0 noes, determined that
<br />~the proposed construction of improvements to the existing Springbrook Wash flood
<br />~control facility between Hale and Strong Streets would not have a significant adverse
<br />~environmen~al effect, Case EPC-1-823. The Commission's finding was upheld by the City
<br />~Council.

<br />~CASE EPC-4-823 - PROPOSED GRADING PLAN - 7207 LENOX AVENUE
<br />~A co~m~unication was presented from the Environmental Protection Con~nission advising
<br />=~hat, on July 28, 1982, the Co~unission, by a vote of 9 ayes to 0 noes, determined that
<br />~the proposed grading plan for a single-family residence at 7207 Lenox Avenue, located
<br />~on the north side of Lenox Avenue between Washington and Madison Streets, in Zone
