<br />MINUTES
<br />The Minutes of the Meetings of July 20 and 27, 1982, were approved as submitted.
<br />
<br />The Chair recognized the presence in the audience of Ned Pie representing the Riverside
<br />Chamber of Commerce and John Guthrie representing the Arlington Chamber of Commerce.
<br />
<br />The Mayor introduced Loreins Cardin of the Secular Franciscans who are celebrating the
<br />800th anniversary of the birth of St. Francis of Assissi; whereupon, the Pastor and
<br />several members of Queen of Angels Church presented the .Mayor with a letter to the
<br />Rulers of the People written by St. Francis in about 1220.
<br />
<br />~Mayor Broom asked the City Council Governmental A~fairs Committee to help in the
<br />~fund-raising for the Jane= Goeske Cenner.
<br />
<br />~The Mayor then distributed to the City Council information regarding Rail Transit, a
<br />[proposed rail service beNsen Los Angeles and Indio-Coachella Valley.

<br />~The following items were approved by one motion affirming the actions appropriate to
<br />~those items listed on the Consent Calendar and as submitted to the City Council for
<br />'consideration with the exception of the bid relating to the Water Quality Control

<br />~A communication was presented from the City Planning Commission advlsin~ that, on
<br />:july 8, 1982, the Commission considered :he request of Shell Oil Company, Zoning Case
<br />~C-4~-778 (Revised), for a variance to install a 50-square-foot, 8-foot-high frees=and-
<br />:lug monument sign in addition no an existing 150-square-foot, 45-foot-high freestandin~
<br />~pole siS= in association with the reconstruction of an existing gasoline station
<br />,situated on the westerly corner of Diana Avenue and Ada,.~ Street in Zone C-I-A; and,
<br />b7 a vote of 4 ayes :o I no, approved subject to conditions the staff reco~:nendation
<br />for approval of a 24-square-foot, 8-foot-high monument sign in addition to =he existing
<br />freeway-oriented pole sign. It was determined that the Ci=7 Council would not set the
<br />matter for public hearing.

<br />ZONING CASE C-4-801 (REVISED) - ~. BOUCHER (AARDVARK SCHOOL) - VIA VISTA SELY. OF

<br />A communication was presented from =he City Planning Cor~mission advising that, on
<br />july 8, 1982, the Commission considered the request of H. Boucher (Aardvark School),
<br />Zoning Case C-4-801 (Revised), for a revised conditional use permit to revise the
<br />total enrollment from 314 to 232 students and to revise the plot plan to establish,
<br />~operate and maintain a day care center, a pre-school and private elementary. school for
<br />~kindergarten and Grades 1 through 6 on approximately three acres of undeveloped land
<br />~si=uated on the easterly side of Via Vista Drive (extended) southeasterly of Elsmere
<br />~Drive (private) in Zone KA; and, by a vote of 5 ayes to 1 no, approved subject to
<br />~condi=ions the revised conditional use permit for a total of 208 children; and deter-
<br />~mined that the proposal would no= have a significant adverse environmental effect. It
<br />[was determined that the City Council would not set the matter for public hearing.
