<br />{The Chair recognized the presence in the audience of Marge Seymour representing the
<br />Riverside Chamber of Commerce, John Guthrie representing the Arlingto~ Chamber of Com-
<br />~merce, Phil Osborn representing the La Sierra Chamber of Commerce, Bob Schoeffler
<br />representing the Magnolia Center Chamber of Commerce and Dave Cornwall representing
<br />the Riverside Downtown Association.

<br />PRESENTATION
<br />b~yor Brown presented a Plaque of Appreciation to Councilman Digati for his dedicated
<br />service as Mayor Pro Tempore from July through December, 1983.
<br />
<br />APPOINTMENT OF MAYOR PRO TEMPORE
<br />In accordance with previously-established policy, Councilman Bowers was appointed to
<br />serve as Mayor Pro Tempore for the period January I, 1984, through June 30, 1984.

<br /> CONSENT CAiENDAR
<br />The following items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for
<br />consideration, with the exception of the reports relative to the Notice of Completion
<br />icovering the Multi-Modal Transportation Center and Electrical Design Services for
<br />~Various Fiscal Year 1983-84 Projects, both of which were removed to the Discussion
<br />~Calendar.

<br />~ZONING CASE C-27-767 (REVISED) - OAK RIDGE LIMITED - CALIFORNIA AND JEFFERSON
<br />[A communication was presented from the City Planning Coxmnission advising that, on
<br />[December 8, 1983, the Co~nission, by a vote of 5 ayes to 0 noes and 1 abstention,
<br />~appro ed subject to conditions the request of Oak Ridge Limited, Zoning Case C-27-767
<br /> v
<br />~(Revised), for a revised conditional use permit to amend an approved plot plan for the
<br />=expansion of an existing elderly housing facility by the addition of 110 units on
<br />approximately 3.5 acres f land situated n the east corner of California Avenue and
<br />eJefferson Street in Zone R-1-65; and determined that the proposal would not have a
<br />}significant adverse environmental effect. It was determined that the City Council
<br />~would not set the matter for public hearing.

<br />ZONING CASE C-56-767 (REV.) - BUTTERFIELD DEVELOPMENT CORP. (WENDY'S) - 1666 UNIVERSITY
<br />~A con~nunication was presented from the City Planning Commission advising that, on
<br />eDecember 8, 1983, the Commission, by a vote of 8 ayes to 0 noes, approved subject to
<br />iconditions the request of Butterfield Development Corporation (Wendy's), Zoning Case
<br />=C-56-767 (Revised), for a revised conditional use permit to amend an approved plot
<br />~plan to enclose an outdoor dining area within an existing drive-through restaurant
<br />situated on the south side of University Avenue easterly of Chicago Avenue, being at
<br />1666 University Avenue, in Zone C-2; and determined that the proposal would not have
<br />a significant adverse environmental effect. It was determined that the City Council
<br />would not set the matter for public hearing.

<br />ZONING CASE C-2-801 (REVISED) - NICK TAVAGLIONE CONSTRUCTION - 1385 BLAINE STREET
<br />A communication was presented from the City Planning Commission advising that, on
<br />December 8, 1983, the Cormnission, by a vote of 7 ayes to 0 noes, approved subject to
<br />conditions the request of Nick Tavaglione Construction, Zoning Case C-2-801 (Revised),
<br />~to revise an approved conditional use permit's plot plan for a mini-warehouse by
<br />~constructing commercial buildings on a portion of the approximately 2.13 acres of land
<br />
