Metion , Second , All Ayes | tThe Chair recognized the presence in the audience of Joe Pagan representing the :Arlington Chamber of Commerce, Ed Carloni representing the Magnolia Center Chamber of ,Comerca and Henry Coil representing the Riverside Downtown Association. :CONSENT CALENDAR :The following items were approved by one motion affirming =he actions appropriate to :those items listed on the Consent Calendar and as sub~mitted to the City Council for :consideration, w~th the exception of the multifamily rental housing bond for T&S Devel- :opment, Inc., and continuation of the requested report relative to possible transfer Motion ~of the Riverside Water Company Canal right-of-way in the vicinity of Irving Street to Second :X: :adjacent property owners, both of which were removed to the Discussion Calendar. All Ayes :CITY PLANNING COMMISSION :ZONING CASE C-11-845 - MC DONALD'S - 3524-32 CENTRAL AND 3523-39 LAURA - DENIAL :A co~,nication was presented from the City Planning Commission advising that, on Dece bet 20, 1984, the Co~m~Ission, by a vote of 6 ayes to 0 noes and I abstention, idenied the request of McDonald's Restaurant, Zoning Case C-11-845, for a conditional .... :use permit to establish a fast food drive-through restaurant on approxime=ely one :acre of land at 3524-32 Central Avenue and 3523-39 Laura Lane (developed with four :residences and detached garages), situated on the south side of Central Avenue and :the north side of Laura Lane westerly of Riverside Avenue, in Zone R-1-65. The City :Council upheld the Co~nission's action in denying the request for a conditional use :pemt; and determined that the matter would not be set for public hearing. , BOARD OF ADMINISTRATIVE APPEALS AND ZONING ADJUSTMENT :ZONING CASE V-89-845 - CANYON CREST LIMITED, ET AL. - MASSACHUSETTS (EXTENDED) :WESTERLY OF MT. VEKNON |A connnunication was presented from the Board of Administrative Appeals and Zoning ~AdJustment advising that, on December 17, 198&, =he Board, by a vote of 6 ayes to ~ noes, approved subject to conditions the request of Canyon Crest Limited, et el., ~Zoning Case V-89-8~5, for the following minor variances to construct a 20-lot single- ~fa~/ly residential subdivision, situated on the southerly side of Fassachusetts ~Avenue (extended) westerly of Mount Vernon Avenue, in Zones R-I-~ and RC: To permit up ro 12 lots determined ~o be in Zone RC to (A) allow building heights of up to 25 feet where a maximum of 20 feet is permitted; (S) allow two s~ories where only one story is permitted; (C) alloy 10 homes to encroach 10 feet into the required front yard setbacks; (D) allow 12 homes to encroach up to 17% feet into =he required 25-foot side yard setbacks; and (E) allow one home to encroach 13 feet into the required 25-foot rear yard setback; and determined that che proposal would not have a sl~nificant adverse environmental effect. It was determined that the City Council would not set =he matter for public hearing. ENVIRONMENTAL PROTECTION COMMISSION CASE EPC-25-845 - PROPOSED EXTERIOR IMPROVEMENT TO JANET GOESKE SENIOR CITIZEN CENTER - STREETERAND SIERRA ;A comunication was presented from the Environmental Protection Co-wission advising :that. on December 12. 1984. the Commission. by a vote of 7 ayes to 0 noes. determined ~that the proposed exterior improvement. including outdoor recreation areas and land- scaping and irrigation, to the existins Janet Goeske Senior Ci=lzen Center, located {at the northeast corner of Sirester Avenue and Sierra Street. would not have a 70-287
