<br />with a residence and garage. situated on the northeast side of Madison Street south-
<br />erly of Arlington Avenue, in Zone R-1-65; end determined that the proposal would not
<br />have a significant adverse effect on the environment. It was determined that the
<br />City Council would not set the matter for public hearing.

<br />~determined that the City Council would no= set the matter for public hearing.

<br />~A communication was presenced from the City Planning Commission advising than, on
<br />~April 4, 1985, the Commission, by a vote of 9 eyes to 0 noes,. approved subject to
<br />Zcondi=ions the request of Newland Development, Inc., Zoning Case PED-5-845 (Revised),
<br />'to establish an 87-unit planned residential development (35 one-bedroom, 52 two-
<br />~bedroom) together with parking and private and common open space on approximately
<br />~3.25 vacant acres of land at 5842 Challen Street, situated on the west side of
<br />~Challen Street between Philbin Avenue and Cypress Avenue, in Zone R-3; and determined
<br />~that the proposal would not have a significant adverse effect on the environment.
<br />~This project was previously approved for 80 units. It was determined that the City
<br />Council would not'set the matter for'public hearing.

<br />~A communication was presented from the Environmental Protection Commission advising
<br />&=hat, on April 10, 1985, the Co~m~ission, by a vote of 7 ayes to 0 noes, determined
<br />~that the proposed grading plan for an office, industrial and miniwarehouse facility
<br />to be constructed at 1470-90 Third Street, generally located on the south side of
<br />'Third Street adjacent to the southwest of the 60/215 Freeway, in Zones M-I, MP and
<br />WC, would not have a significant adverse effect on the environment, subject to certain
<br />mitigating measures, Case EPC-51-845. The Commission's finding was upheld by the
<br /> City Council.

<br />A communication was presented from Steve Calkins, W. J. McKeever Inc., requesting a
<br />retroactive time extension in which to complete the conditions of approval under
<br />~Zoning Case R-28-790, relating to approximately 18 acres of land situated on the
<br />~southwesterly side of the Escondido Freeway between Box Springs Boulevard and the
<br />~Atchison, Topeka and Santa Fe Railroad line, being in the 5800 and 5900 blocks of Box
<br />~Springs Boulevard. Petition for a zone change was granted on November 6, 1979, and
