<br />~3:00 P.M.--Hearing was called on the appeal of Cynthia Marquez relative to the
<br />.decision of the City Planning Commission regarding the request of James F. Davidson,
<br />,Jr., J. F. Davidson Associates, on behalf of Fred S. Meyer, for a one-year time
<br />extension in which co record Tract 11272, the proposed division of 35 2/3 acres of
<br />vacant land situated on both sides of Alessandro Boulevard southerly of Whitestone
<br />Drive and Dolphin Street, currently in Zones R-l-130 and RC, proposed Zones R-l-100
<br />and R-1-807 into 89 single-family residential lots. This appeal is being heard
<br />concurrently with Zoning Case R-81-845. In consideration of the request of the Motion ~X~
<br />appiicaut and in accordance with its previously-indicated intention, the City Council Second ~X~
<br />continued the hearing to May 7, 1985, at 3 p.m. All Ayes

<br />ZONING CASE V-116-845 - 3667 ARLINGTON AVENUE - APPROVED
<br />3:00 P.M.--Hearing was called on the request of Wilmer Hechanova, Zoning Case
<br />V-116-845, for the following variances to convert an existing single-family residence
<br />~to an office at 3667 Arlington Avenue, situated at the northwest corner of Arlington
<br />~Avenue and Yellowstone Drive, in Zone R-1-65, tentative Zone ROt (A) to allow parking
<br />~co encroach up to six feet into the required ten-foot street side yard setback; and
<br />i(B) to allow a three-foot-high to six-foot-high masonry vail to be constructed in the
<br />Itch-foot street side yard setback. As heretofore directed by the City Council, the
<br />,~ninutes of the Board of Administrative Appeals and'Zoning Adjustment pertaining to
<br />~this case are on file and a part of the evidence submitted at this hearing, whether
<br />~or not any portion thereof is read or discussed, The communication from the Board of
<br />ZAdministrative Appeals and Zoning Adjustment stated that the Board, by a vote of
<br />~9 ayes to 0 noes, approved the request for variance subject to the conditions listed
<br />[in full in the transmittel letter; determined that the variance would not have a
<br />~significant adverse environmental effect; and adopted the staff report and the envi-
<br />~ronmental assessment as findings. The Planning Department presented maps of the
<br />~area, together with departmental recommendations. No one was present wishing to speak
<br />~on the matter. Written protests were presented and considered. Following a brief
<br />~discussion, the hearing was officially closed, and the City Council upheld the action
<br />~of the Board of Administrative Appeals and Zoning Adjustment in approving the
<br />:variance.

<br />ICANYON SPRINGS ASSESSMENT DISTRICT - CONTINUED
<br />~3:00 P.M.--Hearing was called to consider protests or objections to the construction
<br />:of certain works of improvement, conducted under the Municipal Improvement Act of
<br />i1913, in the Canyon Springs Assessment District, being the construction and/or acqui-
<br />~sition of right-of-way and streets, including clearing, grading, subbase, base, A.C.
<br />:pavement, curbs and gutters, and driveways; sidewalks, medians and storm drainage
<br />~facilities; sanitary sewers, and appurtenances; a system of domestic water supply
<br />~including fire hydrants; street lights and underground electrical, telephone and gas
<br />~distribution facilities; relocation of overhead utilities and undergrounding same;
<br />~relocation of existing railroad crossings, upgrading of existing highway interchanges
<br />~and off-site street intersections; installation of conduits for co~mmnication systems
<br />:and future traffic signals; storm water retention basins, inlet, and outfall facili-
<br />~ties; landscaping; street monuments; and all other necessary improvements and appurte-
<br />:nances necessary for a complete scheme of public improvements in Parcel Map 19617,
<br />~Parcel Map 19618, and Lots 5 and 6 of Block B and Lots 5-7 and Lots 12-14 of Block C
<br />~of the Burns and Kerr Tract, including the acquisition of capacity in existing water
<br />~and sewage disposal facilities; payment of applicable third-party public agency and
<br />ipublic utility fees; payment of contributions for Celttans interchange improvements,
