The Chair recognized the presence in the audience of Paul Sundeen representing the Riverside Chamber of Commerce, Dan Long representing the Arlington Chamber of Commerce and Fred Butler representing the Magnolia Center Chamber of Commerce. PRESENTATION :Mayor Brown presented a Proclamation to Bee Axton, Chairman of Private Property Week, ion behalf of the Riverside Area Board of Realtors, proclaiming April 28 to May 4, 1985,~ ~as Private Property Week. , , ICONSENT CALENDAR |The follo~ring items were approved by one motion affirming the actions appropriate to ,those items listed on the Consent Calendar and as submitted to the City Council for iconsideration, wlth the modification to the report regarding the Fire Department straining burn as indicated on Page 70-436. ~CITY PLANNING COP!r~SSION ZONING CASE C-27-845 - P. UNRUH - 4275 LUTHER STREET A coununication was presented from the City Planning Commission advising that, on March 21, 1985, the Commission, by a vote of 5 ayes to 2 noes, approved subject to conditions the request of P. Unruh, Zoning Case C-27-845, for a conditional use [permit to establish a restaurant and incidental perkins on approyinmtely .32 acre of [land at 4275 Luther Street, developed with a residence converted to an office, situ- ~ated on the north side of Luther Street west of Magnolia Avenue, in Zone RO; and ~determined that the proposal would not have a significant adverse effect on the lenvironment. It was determined that the City Council would not set the matter for public hearing. [ENTLRON~ENTAL PROTECTION COMbFiSSION ,DRAFT ENVIRONMENTAL IMPACT REPORT - PROPOSED DEVELOPMENT PLAN FOR PROPERTY PRESENTLY ,OCCUPIED BY RIVERSIDE INTERNATIONAL RACEWAY A co~mmnication was presented from the Environmental Protection Commission advising that, on April 10, 1985, the Commission considered the request of the County of Riverside for input regarding the scope of a Draft Environmental Impact Report to be prepared for proposed Specific Plan of Land Use No. 200, a proposed development plan for approximately 590 acres of land generally located southerly of State Highway 60 between Day Street and Frederick Street, presently occupied by the Riverside Interna- tional Raceway; and, by a vote of 7 ayes to 0 noes, determined that (1) the proposed list of topics to be addressed in the EIR is appropriate; (2) because this property straddles two watersheds, emphasis should be placed on the hydrology of the property; :and (3) the document should also include a review of (a) potential impacts upon the ~City of Riverside if that portion of the property outside the boundary of the City of ~Moreno Valley should annex to the City of Riverside, and (b) cumulative impacts on lRoute 60 traffic as a result of development of this property as well as other develop- ~ments occurring along Route 60. The City Council upheld the Comission's recommenda- Ctions, and approved forwarding the recommendations to the County of Riverside Planning iDepartment for its consideration.
