UNRUH - 4275 LUTHER STREET <br />A coununication was presented from the City Planning Commission advising that, on <br />March 21, 1985, the Commission, by a vote of 5 ayes to 2 noes, approved subject to <br />conditions the request of P. Unruh, Zoning Case C-27-845, for a conditional use <br />[permit to establish a restaurant and incidental perkins on approyinmtely .32 acre of <br />[land at 4275 Luther Street, developed with a residence converted to an office, situ- <br />~ated on the north side of Luther Street west of Magnolia Avenue, in Zone RO; and <br />~determined that the proposal would not have a significant adverse effect on the <br />lenvironment. It was determined that the City Council would not set the matter for <br />public hearing. <br /> <br />[ENTLRON~ENTAL PROTECTION COMbFiSSION <br /> <br />,DRAFT ENVIRONMENTAL IMPACT REPORT - PROPOSED DEVELOPMENT PLAN FOR PROPERTY PRESENTLY <br />,OCCUPIED BY RIVERSIDE INTERNATIONAL RACEWAY <br />A co~mmnication was presented from the Environmental Protection Commission advising <br />that, on April 10, 1985, the Commission considered the request of the County of <br />Riverside for input regarding the scope of a Draft Environmental Impact Report to be <br />prepared for proposed Specific Plan of Land Use No. 200, a proposed development plan <br />for approximately 590 acres of land generally located southerly of State Highway 60 <br />between Day Street and Frederick Street, presently occupied by the Riverside Interna- <br />tional Raceway; and, by a vote of 7 ayes to 0 noes, determined that (1) the proposed <br />list of topics to be addressed in the EIR is appropriate; (2) because this property <br />straddles two watersheds, emphasis should be placed on the hydrology of the property; <br />:and (3) the document should also include a review of (a) potential impacts upon the <br />~City of Riverside if that portion of the property outside the boundary of the City of <br />~Moreno Valley should annex to the City of Riverside, and (b) cumulative impacts on <br />lRoute 60 traffic as a result of development of this property as well as other develop- <br />~ments occurring along Route 60.
