<br />'PUBLIC HEARING BEFORE THE CITY COUNCIL AT 3:00 P.M.

<br /> FURTHER HEARiNG - AMENDMENT TO THE LAND USE ELM OF THE GENERAL PLAN AND
<br /> ARLANZA/LA SIERRA COMMUNITY PLAN (CASE GP-19-845) AND ZONING CASE R-26-845 -
<br /> 4631HEDRICK AVENI~ - APPEAL GRANTED - ORDINANCE INTRODUCED
<br />3:00 P.M.--Further hearing was called on the appeal of Pam Davis relative to the
<br />decision of the City Planning Commission regarding her proposal to (1) amend the Land
<br />Use Element of the City of Riverside General Plan and Arlanza/La Sierra Community
<br />~Plan by deleting the existing Medium Low Density Residential (average 4 dwelling
<br />~units per acre) land use designation from approximately 1.75 vacant acres of land at
<br />~4631Hedrick Avenue, situated on the southeast side of Hedrick Avenue approximately
<br />~420 feet northwesterly of Hole Avenue, and placing this property in the High Density
<br />~Residential (average 20 dwelling units per acre) land use designation or other land
<br />~use designations deemed mere appropriate, Case GP-19-845; and (2) place the above-
<br />;described property in Zone R-3 and remeve the same from Zone R-1-65; with the City
<br />Council to also consider supplementing the requested zoning with Zone S, Zoning Case
<br />R-26-845. The hearing was proceeded with, having been continued from February 26,
<br />1985, for publication of the necessary notice of negative declaration. Following a
<br />brief discussion, the hearing was officially closed. It was determined that the
<br />General Plan amendment placing the subject property in the High Density Residential
<br />(average 20 dwelling units per acre) land use designation and the granting of Zones
<br />R-3-S-2, subject to all applicable conditions listed in the minutes of the City
<br />Council of February 26, 1985, together with the requirement of a recordable agreement
<br />~acceptable to the Legal Department prohibiting any structures in the northerly 25 feet
<br />~of the subject property as well as on the northerly 25 feet of the adjacent property
<br />~known as Lot 30, would not have a significant adverse impact on the environment; and
<br />~the staff report and the environmental assessment were adopted as findings. The
<br />~General Plan amendment placing the subject property in the High Density Residential
<br />:(average 20 dwelling units per acre) land use designation was approved, and the City
<br />~Attorney was requested to prepare the appropriate resolution for adoption within
<br />;30 days. Further, Zones R-3-S-2 were approved subject to the above-stated conditions;
<br />ithe Findings were authorized to be prepared and executed; and the ordinance was
<br />introduced.

<br />The Chair recognized the presence in the audience of Viktor Christensen representing
<br />the La Sierra Chamber of Commerce and Chuck Keating representing the Magnolia Center
<br />Chamber of Commerce.

<br />[A communication was presented from the City Planning Commission advising that, on
<br />~February 21, 1985, the Commission, by a vote of 8 ayes to 0 noes, approved subject to
<br />conditions the request of the City of Riverside, Zoning Case C-28-634 (Revised), for
<br />~a revised conditional use permit to expand the existing La Colina Substation by
<br />~adding a transformer and switchgear on approximately 1.56 acres of land at 599 Central
<br />
