<br /> A communication was presented from the Environmental Protection Commission advising
<br /> that, on March 23, 1988, the Commission, by a vote of 10 ayes to 0 noes, determined that
<br /> the proposal by the City of Riverside to widen Chicago Avenue for a distance of approxi-
<br /> mately 700 feet, from approximately 500 feet southerly of Massachusetts Avenue to
<br /> 200 feet northerly of Massachusetts Avenue, could have a significant effect on the envi-
<br /> ronment, but will not in this case if certain mitigating measures are required as condi-
<br /> tions of approval, Case EPC-53-878. The Commission's finding was upheld by the City
<br /> Counci 1.

<br />CASE EPC-54-878 - PROPOSED GRADING PLAN - 1240 HIGHRIDGE
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on March 23, 1988, the Commission, by a vote of 10 ayes to 0 noes, determined that
<br />the proposed grading plan for a single-family residence at 1240 Highridge Street, gener-
<br />ally situated on the southerly side of Highridge Street easterly of Golden Star Avenue,
<br />in Zone RC, could have a significant effect on the environment, but will not in this
<br />case if certain mitigating measures are required as conditions of approval, Case
<br />EPC-54-878. The Commission's finding was upheld by the City Council.

<br />TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-101-767
<br />A communication was presented from George C. Lantz, Superintendent, Riverside Unified
<br />School District, requesting a retroactive time extension in which to complete the condi-
<br />tions of .approval under Zoning Case R-101-767, relating to the property at 4437 Mulberry
<br />Street, situated on the northwesterly side of Mulberry Street northeasterly of Kane
<br />Street. Petition for a zone change from Zone R-3 to Zone P was granted on July 5, 1977;
<br />and this is the first request for a time extension. This case has been active over five
<br />years but is eligible for a one-year time extension without a public hearing because it
<br />has not received an extension since the City Council established its current policy on
<br />June 25, 1985. Any additional time extension will require a public hearing. The time
<br />extension was granted to April 5, 1990, retroactive to July 5, 1979.

<br />TD~ EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-44-812
<br />A communication was presented from George C. Lantz, Superintendent, Riverside Unified
<br />School District, requesting a retroactive time extension in which to complete the condi-
<br />tions of approval under Zoning Case R-44-812, relating to the approximately .22 acre of
<br />land at 4447 Mulberry Street, situated on the northwesterly comer of Mulberry and Kane
<br />Streets. Petition for a zone change from Zone R-3 to Zone P was granted on June 8,
<br />1982; and this is the first request for a time extension. This case has been active
<br />over five years but is eligible for a one-year time extension without a public hearing
<br />because it has not received an extension since the City Council established its current
<br />policy on June 25, 1985. Any additional time extension will require a public hearing.
<br />The time extension was granted to April 5, 1990, retroactlve to June 8, 1984~

<br />TIME EXTENSION ~I CONDITIONS OF APPROVAL - ZONING CASE R-21-845
<br />In consideration of the recommendation from the Planning Department, a time extension
<br />was granted to October 23, 1988, retroactive to October 23, 1987, in which to complete
<br />the conditions of approval under Zoning Case R-21-845, the proposal of Larry and Jim Ro-
<br />dig, relating to the approximately one acre of land situated on the west side of Murray
<br />Street northerly of Arlington Avenue, being at 6865 Murray Street. Petition for a zone
<br />change from Zone R-1-65 to Zone AIR was granted on October 23, 1984; and this is the sec-
<br />ond request for a time extension. This case has been active less than five years and is
<br />eligible for a one-year time extension without a public hearing.

<br />SELECTION PROCESS FOR RETAINING A DEVELOPER TO CONSTRUCT ADDITIONAL OFFICE SPACE
<br />A written report was submitted from the City Manager and the Assistant City Manager,
<br />concurred in by the Public Utilities Director, recommending that the City Council (1) ap-
<br />prove the public/private partnership concept staff has proposed; (2) authorize the dis-
<br />tribution of the Request for Qualifications attached to the report; (3) approve the ap-
<br />pointment of the Select Panel as proposed in the report; and (4) authorize the City
<br />staff to obtain appraisals of properties adjacent to the existing Corporation Yard which
<br />should be acquired for field operation needs. The recommendations were approved as pre-
<br />sented, with the exception that Councilwoman Frizzel declined the position on the Select
<br />Panel due to a possible conflict of interest.
