Perry, from the decision of the City <br />Planning Commission in revoking his revised conditional use permit to establish a commer- <br />cial coach while a permanent office is being planned and constructed on approximately <br />.4 acre of land at 2907-23 Fourteenth Street, developed with a co~mercial coach office <br />and limousine business, situated on the northerly corner of Fourteenth Street and Park <br />Avenue, in Zone C-2, Zoning Case C-40-845 (Revised). The hearing had been continued <br />from November 10, 1987, and February 9, 1988, at the request of the City Council Utility <br />Services/Land Use/Energy Development Committee, to whom the matter had been referred. <br />In consideration of the request of the Committee, the hearing was further continued to <br />March 8, 1988, at 1:30 p.m. <br /> <br />CASE AMD-6-878 - AMENDMENT TO RIVERSIDE MUNICIPAL CODE CHAPTER 19.72 (STREET LINES AND <br />SETBACK LINES) AND CHAPTER 19.74 (OFF-STREET PARKING AND LOADING) <br />3 P.M.--Hearing was called on the proposal of the City of Riverside, Case AMD-6-878, to <br />amend portions of Chapters 19.72 (Street Lines and Setback Lines) and 19.74 (Off-Street <br />Parking and Loading) of the Riverside Municipal Code for the purposes of prohibiting <br />block walls in landscaped setbacks, providing special setbacks along Market Street from <br />First to Fourteenth Streets, and to provide for setbacks and screening of parking struc- <br />tures and parking lots. The purpose of this amendment is to implement certain adopted <br />policies of the Riverside Downtown Design Guidelines. As heretofore directed by the <br />City Council, the minutes of the City Planning Commission and the Environmental Protec- <br />tion Comission are on file and are a part of the evidence submitted at this hearing, <br />whether or not any portion thereof is read or discussed. The communication from the <br />City Planning Commission stated that the Commission, by a vote of 7 ayes to 0 noes, ap- <br />proved the proposed Code amendment as presented in full in Appendix A to the communica- <br />tion. The communication from the Environmental Protection Cowwaission advised that the <br />Commission, by a vote of 9 ayes to 0 noes, determined that the proposed Code amendment <br />would not have a significant adverse effect on the environment. The Planning Director <br />presented departmental recommendations. No one was present wishing to speak on the mat- <br />ter. No written protests wore presented. The hearing was officially closed. It was de- <br />termined that the proposed Code amendment would not have a significant adverse environ- <br />mental effect; and the staff report and the environmental assessment were adopted as <br />findings.
