MINUTES The Minutes of the Meetings of February 9 and 16, 1988, were approved as submitted. FURTHER HEARING - ZONING CASE C-40-845 (REV.) - 2907-23 FOURTEENTH - APPEAL - CONTINUED 3 P.M.--Further hearing was called on the appeal of Grant Becklund, Civil Engineer, Ga- bel, Cook & Becklund, Inc., on behalf of Charlie R. Perry, from the decision of the City Planning Commission in revoking his revised conditional use permit to establish a commer- cial coach while a permanent office is being planned and constructed on approximately .4 acre of land at 2907-23 Fourteenth Street, developed with a co~mercial coach office and limousine business, situated on the northerly corner of Fourteenth Street and Park Avenue, in Zone C-2, Zoning Case C-40-845 (Revised). The hearing had been continued from November 10, 1987, and February 9, 1988, at the request of the City Council Utility Services/Land Use/Energy Development Committee, to whom the matter had been referred. In consideration of the request of the Committee, the hearing was further continued to March 8, 1988, at 1:30 p.m. CASE AMD-6-878 - AMENDMENT TO RIVERSIDE MUNICIPAL CODE CHAPTER 19.72 (STREET LINES AND SETBACK LINES) AND CHAPTER 19.74 (OFF-STREET PARKING AND LOADING) 3 P.M.--Hearing was called on the proposal of the City of Riverside, Case AMD-6-878, to amend portions of Chapters 19.72 (Street Lines and Setback Lines) and 19.74 (Off-Street Parking and Loading) of the Riverside Municipal Code for the purposes of prohibiting block walls in landscaped setbacks, providing special setbacks along Market Street from First to Fourteenth Streets, and to provide for setbacks and screening of parking struc- tures and parking lots. The purpose of this amendment is to implement certain adopted policies of the Riverside Downtown Design Guidelines. As heretofore directed by the City Council, the minutes of the City Planning Commission and the Environmental Protec- tion Comission are on file and are a part of the evidence submitted at this hearing, whether or not any portion thereof is read or discussed. The communication from the City Planning Commission stated that the Commission, by a vote of 7 ayes to 0 noes, ap- proved the proposed Code amendment as presented in full in Appendix A to the communica- tion. The communication from the Environmental Protection Cowwaission advised that the Commission, by a vote of 9 ayes to 0 noes, determined that the proposed Code amendment would not have a significant adverse effect on the environment. The Planning Director presented departmental recommendations. No one was present wishing to speak on the mat- ter. No written protests wore presented. The hearing was officially closed. It was de- termined that the proposed Code amendment would not have a significant adverse environ- mental effect; and the staff report and the environmental assessment were adopted as findings. The Municipal Code amendment was approved as presented; and the City Attorney was requested to prepare the appropriate ordinance for introduction. CASE A}~-7-878 - AMENDMENT TO RIVERSIDE MUNICIPAL CODE - ESTABLISHMENT OF PLANT NURSER- IES, INCLUDING RETAIL SALES, IN ZONE 3 P.M.--Hearing was called on the proposal of the City of Riverside, Case AMD-7-878, to amend Section 19.10,020 (Uses Permitted) of the Riverside Municipal Code Zoning Regula- tions to permit establishment of plant nurseries, including retail sales, in Zone R-1.
