<br />PRESENTATION
<br />Mayor Brown presented an Appreciation Plaque to City Council Chaplain David M. Just, who
<br />has submitted his resignation as City Council Chaplain after four years' service.
<br />
<br />Dr. Just introduced Dr. Ron aalverson, Bethel Christian Center, who will serve as the
<br />City Council Chaplain.

<br />TRACT MAP 23154 - SANDY, MITCHELL AND VALLEY (EXTENDED) - APPEAL GRANTED IN PART - TRACT
<br />MAP APPROVED
<br />3 P.M.--Hearing was called on the appeal of William Hathaway, et al., from the decision
<br />of the City Planning Cmaiuion in approving the proposal of Mun Engineen to divide
<br />approxilll&tely 27 acres of land, developed with a residence, into appro:ll:illl&tely 47 lots
<br />for residential purposes, located on the westerly side of Mitchell Avenue and the south-
<br />erly side of Valley Drive (estended), situated easterly of Sandy Lane, in Zone RR, Tract
<br />Map 23154. As heretofore directed by the City Council, the minutes of the City Planning
<br />Commission pertaining to this case are on file and are a part of the evidence submitted
<br />at this hearing, whether or not auy portion thereof is read or discussed. The c~unica-
<br />tion from the City Planning Commission stated that the Commission, by a vote of 8 ayes
<br />to 0 noes, approved the proposed tract III&p, subject to the conditions listed in full in
<br />the attachment to the .cOlllllU1lication; determined that the map would not have a signifi-
<br />cant adverse environmental effect; and adopted the staff report and the environmental as-
<br />sesnent as findings. The Planning Director reviewed the case and presented a III&p sub-
<br />mitted by the applicant and identified as Alternate A, which incorporated an internal
<br />street system exiting to Valley Drive on the north and to Mitchell Avenue near the south
<br />line of the subject property. The appellants spoke in opposition to approval of the map
<br />and against III&king Mitchell Avenue a public street. Tbe applicant and others spoke in
<br />support of the map. Questions frea the City COUDcil were answered by the Planning and
<br />Public Works Directors. Following discussion, the public hearing was officially closed.

<br />Motion was made to approve Alternate A of Tract Map 23154, subject to the applicable
<br />reCOllllllended conditions, and tbe additional conditions that access to Mitchell Avenue be
<br />closed with a barricade on the north near Valley Drive until such time as Mitchell Ave-
<br />nue is fully developed, that all lots will contain at least 20,000 square feet, and that
<br />there will be adequate underground storm drains to accaaaodate the runoff, and with the
<br />revision of Condition (3)(a) to refer to Lots 15 through 18, Lots 22 through 26, and
<br />Lots 42 through 44, the revision of Condition (8) to refer to Lots 20 through 23, and
<br />the revision of Condition (13) by the addition of the phrase, "or as determined by the
<br />Water Department.- Further, the motion included a determination that the proposed proj-
<br />ect will not have a significant adverse effect on the environment, and adoption of the
<br />staff report and the environmental assessment as findings.

<br />Following further discussion, a substitute lIOtion was ude to continue the hearing to
<br />February 2, 1988, at 1: 30 p.m., to allow time for the area residents to meet with the
<br />developer about the recommended changes to the conditions of approval. Following a roll
<br />call vote, the Mayor declared the motion not to have carried for lack of a majority vote.

<br />A roll call vote was then taken on the original motion. The vote resulted in a tie, and
<br />Mayor Brown cast his vote as "aye," causing the aotion to carry.
