CITY OF RIVERSIDE CITY COUNCIL June 1, 1999 the conveyance to the Redevelopment Agency of two surplus City-owned parcels of land adjacent to the Riverside Freeway on the north side of Central Avenue at Neva Place. FISCAL YEAR 1999-2000 TO 2002-03 CONGESTION MITIGATION AND AIR QUALITY GRANT FUNDING Following discussion, the City Council approved the City Council Transportation Committee and staffs recommendation to approve the list of projects outlined in the written staff report for application to the Riverside County Transportation Commission (RCTC) for Fiscal Year 1999-2000 to 2002-03 Congestion Mitigation and Air Quality (CMAQ) grant funding for the reduction of traffic congestion and related air pollutant emissions. METRO RIVERSIDE INTERNATIONAL TRADE CENTER Following discussion regarding the World Trade Center Association (WTCA) of Los Angeles and Long Beach's proposed establishment of a Metro Riverside International Trade Center (MRITC) in Riverside, a regional partnership of the cities of Corona, Moreno Valley, and Riverside, the County of Riverside, and the March Joint Powers Authority which will interact collaboratively with existing international trade and service organizations, fostering partnerships and increased services to businesses and public entities, the City Council (1) approved the City Council Finance Committee's recommendation to approve the expenditure of $20,000 ($10,000 from the Economic Development Tax Increment Fund and $10,000 from the Economic Development Reserve Fund) for a Metro Riverside International Trade Center; (2) requested that all of the contributors listed be participative; (3) determined that March Air Reserve Base be included in the Free Trade Zone; and (4) requested a one-year status report be presented prior to the Fiscal Year 2000-2001 Budget process. DAYTIME LOITERING BY MINORS REGULATIONS - ORD. INTRO. Following discussion, the City Council introduced the ordinance attached to the written staff report to amend Section 9.10.010 of the Riverside Municipal Code by adding a new subsection H regarding daytime loitering by minors to include State law exceptions for not attending school; whereupon, an ordinance entitled, "An Ordinance of the City of Riverside, Califomia, Amending Section 9.10.010 of Chapter 9.10 of the Riverside Municipal Code by Adding Thereto a New Subsection H. to Comply With State Law Exceptions," was presented and introduced.
