RIVERSIDE PUBLIC UTILITIES <br /> wipe Board Memorandum <br /> 1f i <br /> BOARD OF PUBLIC UTILITIES DATE: November 19, 2010 <br /> ITEM NO: 10 <br /> SUBJECT: ESTA31LISHMENT OF WATER DIVISION CONTRACTOR'S PANEL — PAVING <br /> CATEGORY <br /> ISSUE: <br /> That the Board of Public Utilities consider the establishment of Water Division Contractor's Parcel-Paving <br /> Category for the Public Utilities'water system construction paving projects and paving maintenance work. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommends that the City Council: <br /> 1. Adopt a resolution, by at least five affirmative votes, waiving the formal bidding requirements of <br /> Riverside City Charter Section 1109 for the work to be performed bythe Water Division Contractors' <br /> Panel to create a fifth category for Paving work; <br /> 2. Approve the establishment of the six-member Water Division Contractors' Panel for the Paving <br /> Work category as listed herein; <br /> 3. Authorize the Public Utilities General Manager to add additional qualified paving contractors to this <br /> Panel with subsequent reports back to the Board of Public Utilities from time to time on the addition <br /> of such new Panel members; and <br /> 4. Authorize the City Manager, or his designee, to execute the Master Agreements with each listed <br /> Panel member, including any members subsequently added to the Panel, in substantially the same <br /> form as attached to this report. <br /> BACKGROUND: <br /> In 1999, the Board of Public Utilities and the City Council authorized the establishment of a Contractors' <br /> Panel to streamline the bidding process for Underground structure work for the Energy Delivery Division. <br /> Establishment of a Water Division Contractors'Panel and substantially conforming to the format established <br /> for the Energy Delivery Division was recommended. <br /> On September 21, 2007, the Board of Public Utilities approved the creation of the panel and recommended <br /> City Council approval of the same, <br /> On September 7, 2010, the City issued a Request for Proposal (RFP) asking for proposals from qualified <br /> contractors who are readily available to perform project work involving new construction, installation, <br /> maintenance, repair, modification, and/or extension of paving work on an as-needed basis. <br /> The following contractors were selected to perform the paving work category shown below for the Water <br /> Division. The contractors were selected based on their experience and qualifications, as specified in the <br /> RFP. <br />
