A <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> ra , <br /> I L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: November 19, 2010 <br /> ITEM NO: 7 <br /> SUBJECT: UTILITY AGREEMENTS BETWEEN CITY OF RIVERSIDE PUBLIC UTILITIES AND <br /> RIVERSIDE COUNTY TRANSPORTATION COMMISSION, AGREEMENT NOS. <br /> 29218, 29636, 21700, 21701, 21702, 21272, AND 21979 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of Utility Agreement Nos. 21218, 21636, 21700, <br /> 21701, 21702, 21272 and 21979 with the Riverside County Transportation Commission (RCTC) for the <br /> relocation of City of Riverside Public Utilities (RPU) water and electric facilities along State Route 91. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommend that the City Council: <br /> 1. Approve Utility Agreement Nos. 21218, 21636, 21700, 21701 and 21702 between the Riverside <br /> Public Utilities (RPU) and the Riverside County Transportation Commission (RCTC) for the <br /> relocation of RPU water facilities; and <br /> 2. Approve Utilitv Agreement Nos. 21272 and 21979 between the RPU and the RCTC for the <br /> relocation of F.':)U electric facilities. <br /> BACKGROUND: <br /> The State of California Department of Transportation (Caltrans) will be widening State Route 91 (SR-91) <br /> from Adams Street to the 60/911215 Interchange to construct two High Occupancy Vehicle (HOV) lanes. <br /> This work will involve the securing of additional right-of-way property, replacement of bridges, <br /> reconstruction of on-ramps and off-ramps, construction of retaining walls, modification of City of <br /> Riverside (City) streets, and all associated utility relocation work. Construction is scheduled to begin in <br /> June 2011. This project is under the direction of, and being financed by RCTC. Caltrans will be serving <br /> as the consultant to RCTC for project management and construction contract administration. <br /> As part of the project, utility conflicts have been identified which will need to be relocated prior to the start <br /> of Caltrans' construction work, It is anticipated that the water and electric relocations would occur from <br /> 2011 through 2012. <br /> Utility Agreement Number 21218 contains terms for the relocation of a 30-inch water transmission main <br /> out of the existing Cridge Street Bridge. A new 30-inch diameter steel cement mortar-lined and coated <br /> (CML&C) pipe will be jack and bored under the freeway at this location to allow for the bridge to be <br /> rebuilt (see Figure 1). The agreement amount for this work is $1,200,000. <br /> Utility Agreement Number 21636 contains terms for the relocation of approximately 400 linear feet (LF) of <br /> existing 12-inch diameter cast iron (CI) distribution main within the Arlington Avenue underpass. A new <br /> 12-inch diameter ductile; iron pipe (DIP) will be constructed to accommodate the lowering of the finished <br /> grade of the street wit:yin the project area (see Figure 2). The agreement amount for this work is <br /> $325,000. <br />
