W A F t R E N E R G Y - L I F E
RIVERSIDE PUBLIC UTILITIES
P U B L I C U T I L I T I E S Board Memorandum
BOARD OF PUBLIC UTILITIES DATE: August 17, 2012
ITEM NO; 3
SUBJECT: REFURBISHMENT OF HUNT 10 WELL-WORK ORDER NO. 1302833
ISSUE:
That the Board of Public Utilities consider approval of the capital expenditure of$120,000 for Work Order No.
1302833 and the issuance of purchase orders for the refurbishment of Hunt 10 Well.
RECOMMENDATIONS:
That the Board of Public Utilities:
1. Authorize the expenditure of$120,000 for Work Order No. 1302833 to refurbish Hunt 10 Well;and
2. Award a Purchase Order to Tri County Pump Company,of San Bernardino,California in the amount
of$105,018.10 for rehabilitation of the Hunt 10 Well.
BACKGROUND:
The Hunt 10 Well supplies potable waterto Riverside. The Well was originally constructed in 1949. In 1996,
the pump bowls were replaced and a 75 horsepower{Hp}motor was transferred from another well to Hunt 10
well. The well has not been rehabilitated since the original installation of well casing. Over the years, the
water level in the well has steadily lowered until it no longer produced water. It is proposed that the well be
rehabilitated, tested and refitted with a new pump and motor. In addition, staff will purchase materials and
use Riverside Public Utility forces to reconfigure the piping.
This project is for the rehabilitation of the well as described above. Staff solicited bids from five contractors to
rehabilitate and to complete the replacement of the pump and pump column. Four bids were received on July
26, 2012. Staff has reviewed the bids and determined that Tri County Pump Company has met the
requirements of the specifications.
The four bids received are summarized in the table below:
COMPANY CITY LOCATION BID TOTAL
1. Tri County Pump Company San Bernardino, CA $105,018.10
2. Southwest Pump and Drilling Coachella Valley, CA $127,559.90
3. Best Drilling and Pump, Inc. Bloomington, CA $155,125.42
4. Zim Industries, Inc. dba Bakersfield Well and Pump Company Bakersfield, CA $164,313.70
5. Layne Christensen Fontana, CA No Bid
0-Engineer's Cast Estimate: $200,000.00, the engineering estimate was larger than the actual request
because it was a planning level estimate with greater percentage of contingencies.
