W A 1 E R E N E R G Y L 3 F F <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: August 17, 2012 <br /> ITEM NO: B <br /> SUBJECT: PUBLIC HEARING - PROPOSED ADOPTION OF THE TEMPORARY ECONOMIC <br /> DEVELOPMENT ELECTRIC RATE SCHEDULE AND EXTENSION OF THE <br /> BUSINESS RETENTION ELECTRIC RATE SCHEDULE AGREEMENT DEADLINE <br /> ISSUE: <br /> That the Board of Public Utilities consider adoption of a new Temporary Economic Development rate <br /> (Schedule TED) to encourage new businesses within Riverside Public Utilities' (RPU) electric service <br /> territory and extending the Business Retention rate (Schedule BR) agreement deadline. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Conduct a Public Hearing to receive input on the proposed Temporary Economic Development <br /> rate ("Schedule TED") for qualifying new commercial and industrial customers and extending <br /> the Business Retention rate (Schedule "BR") agreement deadline as outlined in this report; <br /> 2. Adopt a Resolution establishing Schedule TED and the revised Schedule BR, including <br /> guidelines to be used by the Riverside Public Utilities General Manager in determining the <br /> eligibility of customers for these rates; and <br /> 3. Recommended that the City Council adopt the appropriate Resolution approving Schedule TED <br /> and the revised Schedule BR; <br /> 4. Recommended that the City Council approve the proposed TED Rate Agreement (a sample of <br /> which is attached)for customers eligible for Schedule TED; and <br /> 5. Authorize the General Manager of Riverside Public Utilities to execute the TED Agreements <br /> with customers eligible for Schedule TED. <br /> BACKGROUND: <br /> Temporary Economic Development Rafe <br /> In the Mayor's State of the City Address in 2010, RPU was requested to provide assistance with a green <br /> economic development plan and to continue to take steps for Riverside to become the model solar city in <br /> Southern California. The RPU Electric Environmental and Economic Effectiveness (E4) Plan, approved <br /> by City Council in July 2010, was created to assist Riverside in continuing to be at the forefront of <br /> sustainability and developing a green economy while creating a market segment that can provide jobs <br /> and local economic development. The multi-faceted plan developed by staff promoted economic <br /> development while still being environmentally responsible. The plan included components for energy <br /> efficiency, renewable energy, green jobs, economic development, low income assistance, and an electric <br /> rate "freeze" through the end of 2012. <br />
