CITY OF RIVERSIDE <br /> BOARD OF PUBLIC UTILITIES <br /> Minutes of: Regular Meeting of the Board of Public Utilities <br /> Date of Meeting: June 20, 2008 <br /> Time of Meeting- 8:30 a.m. <br /> Place of Meeting: Public Utilities Boardroom <br /> 3901 Orange Street(at Ninth & Orange Streets) <br /> Riverside, California <br /> PUBLIC (HEARING <br /> Chairman Dave Barnhart called the public hearing meeting to order at 8-30 a.m. <br /> THE PLEDGE OF ALLEGIANCE TO THE FLAG WAS GIVEN <br /> Chairman Barnhart stated to the audience that the Board of Public Utilities was holding a public <br /> hearing to determine if a majority of property owners object to the five-year water rate adjustments <br /> approved and adopted by the City of Riverside on March 28, 2006. Mr. Barnhart explained that <br /> the Public Hearing was to receive any written objections or comments to the five-year plan for <br /> water rate adjustments and to allow public comment on the same issue. If a majority of property <br /> owners do not object to such plan, the Board, at the conclusion of the public hearing, would <br /> consider adoption of a resolution confirming such fact. Comments of any individual would be <br /> limited to three minutes and would be heard in order of sign up. <br /> Roll Call was called and all Board Members were present. <br /> Roll Call <br /> Present: Dave Barnhart(Chair) Bob Stockton (Vice Chair) <br /> Mary Curtin Ken Sutter, <br /> Bernie Titus Robert Elliott <br /> lan Davidson Manny Sanchez <br /> Joe Tavaglione <br /> Absent: None <br /> Assistant City Manager Michael Beck and General Manager Dave Wright were not in attendance. <br /> Staff Presentation <br /> Prior to receiving public input, the Board requested staff to provide a summary of the process, <br /> which was presented by Assistant General Manager/Finance Jerry Rogers. <br /> Comments from the Audience <br /> Mrs. Terri Grant, 2862 La Loma Place, spoke on the water rate hardships and requested to <br /> appoint a Task Force made up of citizens and Riverside Public Utilities Board members to review <br /> all unfair rate complaints and make a list of possible solutions. Ms. Grant distributed petitions of <br /> citizens requesting this Task Force and hand-delivered a letter written by Freeman Moore <br /> regarding his story of"water tier wars". Also distributed were graphs of winter and summer water <br /> rates; year over year percent increase for December and July Tiers; 2003 to 2007 Winter and <br /> Summer Tier Percent Increases; and 2003 and 2008 Percent Increase Winter to Summer Months. <br /> The Board of Public Utilities requested that Mrs. Grant's concerns be placed on a Water <br /> Committee agenda. <br />
