He <br /> did not understand how the proposed driveway for this project goes <br /> across his driveway. He stated his concerns regarding traffic at this site <br /> and did not see this project as a benefit to the community. Donald Gerber, <br /> stated that the speeds along Van Buren Boulevard are high and there is <br /> not enough room to decelerate. He felt that the traffic investigations in the <br /> report were lacking. Robert Lough, 16020 Little Court, spoke regarding <br /> traffic and did not agree with the left hand turn proposed by the applicant. <br /> He also spoke regarding his view from his home. Don Burkland, 16240 <br /> Van Buren Boulevard, agreed with his neighbors regarding the traffic on <br /> Van Buren. Mr. Burkland spoke regarding the traffic backup with the <br /> school so close and did not agree with the left turn lane. Christian <br /> Bergum, architect, addressed the Commission and stated that the <br /> proposal today was reduced for a neighborhood scale to bring small <br /> neighborhood retail businesses. Following discussion the Planning Motion M <br /> Commission recommended Planning Cases P13-0263, P13-0264 and Second S <br /> P14-0769 be continued off calendar. The site is small and confined, the All Ayes X X X X X X X <br /> Commission felt it was premature to approve a partial part of a very small <br /> plan. The Commission asked that the site be revisited and a complete <br /> project evaluated as well as consideration given to the circulation and site <br /> distance concerns brought up today. The Commission asked that the <br /> applicant come back with a comprehensive perspective of land use along <br /> Van Buren Boulevard to provide additional information regarding <br /> residential and commercially zoned properties in order to evaluate the <br /> overall compatibility with the Van Buren corridor. <br /> Commissioner Riggle returned to the dais at this time. X <br /> PLANNING CASE P13-0900—Vacation of Verbena Drive <br /> Proposal by the City of Riverside to consider the vacation of Verbena <br /> Drive from the intersection with Canterbury Drive to the terminus of <br /> Verbena Drive, adjacent to the properties at 4465 Canterbury Road and <br /> 4445 Canterbury Road. The area to be vacated is approximately 8,745 <br /> square feet and developed as a public street, in Ward 5. Comments from <br /> the audience: Following discussion the Planning Commission Motion M <br /> recommended that the City Council: 1) Determine that the proposed Second S <br /> project will not have a significant effect on the environment based on the All Ayes X X X X X X X X <br /> findings set forth in the case record and adopt a Negative Declaration; 2) <br /> Approve Planning Case P13-0900 based on the findings outlined in the <br /> staff report and subject to the recommended conditions, with the addition <br /> of: Fencing along the back wall to the church shall include 2' of wood <br /> fencing on top of wall to match adjacent fencing. <br /> Planning Commission Minutes—December 4,2014 Page 2 of 3 <br />
