The Planning Commission continued Planning Cases P11-0767, Second S <br /> P11-0768, P11-0769 and P12-0138 to the meeting of January 22, 2015. All Ayes X X X X X X X X <br /> Commissioner Riggle recused himself from the following case due to <br /> financial conflict of interest and left the dais. <br /> PLANNING CASES P13-0263, P13-0264, P14-0769: — 18171 Van Buren <br /> Blvd. <br /> Proposal by Mike Sadeghian to consider 1) a General Plan Amendment to <br /> change the land use designation from VLDR — Very Low Density <br /> Residential to C-Commercial; 2) rezone approximately 1.9 acres from R- <br /> 1-1/2 Acre — SP — Single-Family Residential and Specific Plan <br /> (Orangecrest) Overlay Zones to CR-SP — Commercial Retail and Specific <br /> Plan (Orangecrest) Overlay Zones; and 3) the Design Review of the plot <br /> plan and building elevations of two shell buildings for the future <br /> occupancy by commercial/retail uses, as well as surface parking and a <br /> future restaurant pad. Kyle Smith, Senior Planner, presented the staff <br /> report. He stated that staff is recommending deletion of conditions 5,6,7 <br /> and 8 on page 8 of the General Plan Amendment conditions. With regard <br /> to staff's recommendation, a mitigation monitoring plan is no longer <br /> needed. These mitigation measures relate to the prior site plan not the <br /> one before the Commission today. The applicant's representative, Robert <br /> Kilpatrick, Hall & Foreman, 14297 Cajon St, Victorville, stated they were in <br /> agreement with conditions except the site plan condition 31, page 20. <br /> They would like to have a left turn for west bound traffic on Van Buren and <br /> asked that this condition be revised.
