O N <br /> ART PICK COUNCIL CHAMBER, CITY HALL N <br /> 3900 MAIN STREET E C C C <br /> City q}'Arts &Innovation W W W <br /> WARDS 1 2 3 4 5 6 7 3 3 5 <br /> Roll Call: Present X X X X X X X X <br /> Chair Riggle called the meeting to order at 9 a.m. with all members <br /> present except commissioners Tavaglione and Wade. <br /> The Pledge of Allegiance was given to the flag. <br /> PLANNING/ZONING MATTERS FROM THE AUDIENCE <br /> There were no oral comments at this time. <br /> PUBLIC HEARINGS <br /> PLANNING CASES P13-0553, P13-0554, P13-0583 and P14-0065 — <br /> 5940 and 5980 Sycamore Canyon Boulevard <br /> Proposal by Kevin Kohan of the Planning Associates on behalf of Paul <br /> Newkirk of Emri-Newkirk Properties, LLC to consider 1) a General Plan <br /> Amendment to amend the General Plan land use designation from C- <br /> Commercial to VHDR-Very High Density Residential; 2) a Specific Plan <br /> Amendment to amend the land use from Commercial and Auto Center to <br /> Apartments; 3) a Zoning Code Map Amendment to amend the zoning <br /> designation from CG-WC-SP-Commercial General, Water Course and <br /> Specific Plan (Sycamore Highlands) Overlay Zones and CG-SP- <br /> Commercial General and Specific Plan (Sycamore Highlands) Overlay <br /> Zones to the R-4-SP-Multiple Family Residential and Specific Plan <br /> (Sycamore Highlands) Overlay Zones; and 4) the Site Plan and Design <br /> Review, with related variances, of the plot plan and building elevations <br /> related to the construction of a 275-unit multiple family residential <br /> development, including common and private amenities and covered and <br /> uncovered surface parking, on two contiguous parcels. Gabriel Perez, <br /> Principal Planner, presented the staff report and distributed, revised <br /> conditions and a copy of the applicant's Powerpoint presentation. Paul <br /> Newkirk, Emri-Newkirk Properties, gave the Commission a brief <br /> presentation. He introduced Gary London, President of the London Group <br /> Realty Advisors, who prepared the Highest and Best Use Analysis. Mr. <br /> London gave a brief summary of the study and answered the <br /> Commission's questions. There were no comments from the audience. <br /> Following discussion the Planning Commission recommended that the Motion M <br /> City Council: 1) Determine that Planning Cases P13-0553, P13-0554, Second S <br /> P14-0065 and P13-0583 will not have a significant effect on the Ayes X X X X <br /> environment based on the findings set forth in the case record and No X X <br /> recommend adoption of a mitigated Negative Declaration; 2) Recommend <br /> adoption of the mitigation monitoring or reporting program pursuant to <br /> CEQA Section 21081.6; and 3) Approve Planning Cases P13-0553, P13- <br /> Planning Commission Minutes—October 9,2014 Page 1 of 3 <br />
