There were no comments <br /> from the audience. Following discussion the Planning Commission <br /> recommended that the City Council: 1) Find Planning Case PSP14-0026, Motion X <br /> Capital Improvement Program (CIP) budgeted projects for fiscal year Second X <br /> 2014/2015, consistent with the General Plan 2025; and 2) Report that the All Ayes X X X X X X X X <br /> fisal year 2014/2015 Capital Improvement Program is consistent with the <br /> General Plan 2025, based on the findings in the staff report. <br /> PLANNING CASE P14-0132—4665 Vine Street <br /> Proposal by Hoc Tran of Eagle Scrap Metal to consider a Conditional Use <br /> Permit to allow a materials (metal) processing facility to operate on an <br /> approximately 2.25-acre site developed with two existing buildings totally <br /> approximately 28,000 square feet. Hoc Tran, applicant, stated they were <br /> in agreement with the conditions. Comments from the audience: Michael <br /> Sotelo stated his home was across the street from this facility at 3151 <br /> Prospect. He stated his concerns regarding the 10' block wall, <br /> landscaping, hours of operation and noise. Following discussion the <br /> Planning Commission recommended that the City Council: 1) Determine Motion X <br /> that the proposed project will not have a significant effect on the Second X <br /> environment based on the findings set forth in the case record and adopt Ayes X X X X X X X X <br /> a Negative Declaration; 2) Approve Planning Case P14-0132 based on <br /> the findings outlined in the staff report subject to the recommended <br /> conditions with modification to conditions: Condition 19: A-Ry No bailing, <br /> shearing and compacting equipment shall be fesated allowed wit <br /> Condition 38: Closure of unused <br /> driveway openings on Vine Street to Public Works specifications. <br /> Condition 5: Add to condition, that all perimeter masonry walls shall be <br /> Planning Commission Minutes—June 19,2014 Page 1 of 3 <br />
