James Rogers, applicant's representative, stated they were in agreement with staff's recommended Motion X conditions. There were no comments from the audience. Following Second X discussion the Planning Commission recommended, with the applicant's Ayes X X X X X X X concurrence, that the proposal be continued to the July 3, 2014 meeting. The Commission gave the applicant direction to: 1) investigate alternative sites; 2) provide an analysis of the coverage at 35' and 60'; and 3) provide for a monopine that would have more of a natural appearance PLANNING CASE P14-0220—4035 Trail Creek Road Proposal by Tom Flores of Rock Church Riverside to consider a Conditional Use Permit to allow for the expansion of an existing church facility. There were no comments from the audience. Tom Flores, applicant, stated he was in agreement with staff's recommended conditions. Following discussion the Planning Commission recommended Motion X that the City Council: 1) Determine that Planning Case P14-0220 is Second X categorically exempt from the provisions of the California Environmental All Ayes X X X X X X X Quality Act, CEQA, per Section 150301 of the CEQA Guidelines; 2) Approve Planning Case P14-0220 based on the findings in the staff report and subject to the recommended conditions of approval. RECESS The Planning Commission took a 2 minute recess and reconvened at 10:30 a.m. in the Art Pick Council Chamber with Chair Riggle presiding and all commissioners present except Commissioner Wade. Commissioner Stockton recused himself from the following case due to financial conflict of interest and left the dais. PLANNING CASES P13-0912 and P13-0913—3742 Park Sierra Drive Proposal by David Gilmore of Grae La Sierra, LLC., to consider a Conditional Use Permit to establish a health and fitness club (LA Fitness) and the Design Review of the plot plan and building elevations related to construction of an approximately 45,000 square foot building, situated on an approximately 6.7 acre parcel currently consisting of surface parking and a vacant building pad within an existing commercial center. David Gilmore, applicant, stated he was in agreement with staff's recommended conditions but requested clarification of condition 20d.
