Following discussion the Planning Commission: Motion X <br /> 1) Determined that Planning Cases P12-0799 and P12-0800 will not have Second X <br /> a significant effect on the environment based on the findings set forth in All Ayes X X X X X <br /> the case record and recommend adoption of a Negative Declaration; 2) <br /> Approved Planning Cases P12-0799 and P12-0800 based on the findings <br /> in the staff report and subject to the recommended conditions with the <br /> recommendation that the applicant work with staff on the garage rear <br /> setbacks and lot line configurations and that they work on the architecture <br /> of the porches for lots 1, 6 and 7 (railings and fence) to give the porches <br /> more of a Wood Streets type porch. Mr. Berzansky was in agreement to <br /> work with staff on the porch design and garage setbacks. <br /> PLANNING CASES P13-0247, P13-0248, P13-0249, P13-0251 and P13- <br /> 0252—9565 Rudicill Street <br /> Proposal by Steve Berzansky of Steven Walker Communities to consider <br /> 1) a General Plan Amendment to amend the land use designation of four <br /> contiguous vacant parcels, totaling 4.05 acres, from B/OP — Business <br /> Office Park to VHDR — Very High Density Residential; 2) a Specific Plan <br /> Amendment to remove approximately 2.63 acres of the larger 4.05 acre <br /> project site from the Citrus Business Park Specific Plan (CBPSP); 3) an <br /> amendment to Title 19of the Riverside Municipal Code (Zoning Code) to <br /> rezone the approximately 4.05 acres from BMP-SP — Business and <br /> Manufacturing Park and Specific Plan (Citrus Business Park) Overlay <br /> Zones and BMP — Business and Manufacturing Park, to R-4 — Multiple- <br /> Family Residential Zone; and 4) the Site Plan Review and Design Review <br /> of the plot plan and building elevations related to the construction of a <br /> 102-unit multiple-family residential development, including common and <br /> private amenities and covered and uncovered surface parking. Chair Pro <br /> Tern Tavaglione opened the public hearing and the following individuals <br /> spoke: Brad Pope, owner of Brookhurst Mill, stated the proposal was an <br /> inappropriate use of the land. He stated there will be noise and dust <br /> issues related to the trains adjacent to this site. John Branderiff, 11210 <br /> Fair Haven Dr., expressed his concern regarding the possible air quality <br /> issues and the need for a full EIR for this proposal. The proposal is <br /> inappropriate due to health, air quality, noise, and ground vibration issues. <br /> Kevin Dawson expressed his concern that the site should not be changed <br /> to residential. The site is adjacent to the rail line and the 91 freeway <br /> which emit diesel particulate matter and could pose ambient cancer risk. <br /> He stated that mitigation measures needed to be identified. Scott <br /> Andrews, 4685 Crest Ave., stated there were already apartments and <br /> heavy traffic in the area, this project would increase the density.
