CODE OF ETHICS AND CONDUCT ADJUDICATING BODY FRIDAY, AUGUST 22, 2014, 3 P.M. MAYOR'S CEREMONIAL ROOM MINUTES PRESENT: Chair David Barnhart and Members Thomas Riggle, Robin Jackson, and Gary Christmas ABSENT: Members Art Angel and Leonard Doup STAFF PRESENT: Colleen Nicol, Robert Hansen, Phil Pitchford, and Gregg Gu ALSO PRESENT: Jason Hunter, Justin Scott-Coe, Susan Cash, Damien O'Farrell, Susan Fahrney, Deborah Lefkowitz, Keith Nelson, Paul Chavez, Aurora Chavez, Javier Moreno, Vivian Moreno, Raychele Sterling, Dvonne Pitruzzello, Karin Roberts, Tom Donahue, John Brandriff, and others Chair Barnhart convened the Adjudicating Body at 3:01 p.m. Robin Jackson and each member of the Adjudicating Body, in turn, announced for the record their personal knowledge of Complainant Mr. Hunter and Mr. Scott-Coe, if any. Deputy City Attorney Hansen explained the procedures to be followed for the hearing. ORAL COMMUNICATIONS FROM THE AUDIENCE Keith Nelson spoke regarding the hearing process and Adjudicating Body training. Susan Fahrney, Deborah Lefkowitz, Karin Roberts, and Susan Cash spoke in support of Justin Scott-Coe. Raychele Sterling spoke regarding the membership of the Adjudicating Body and the hearing process. Tom Donahue spoke in support of Justin Scott-Coe. Javier Moreno spoke regarding the complaint process. Vivian Moreno spoke regarding the complaint process and recall. Damien O'Farrell spoke in support of Justin Scott -Coe. John Brandriff spoke regarding the complaint process. HEARING Jason Hunter offered comments in support of the complaint. Mr. Doug Smith and Justin Scott-Coe spoke in defense of Mr. Scott-Coe. Mr. Hunter, Mr. Smith, and Mr. Scott-Coe accepted time for rebuttal and presented additional comments to the Adjudicating Body. The Adjudicating Body recessed at 4:18 p.m. to review additional written documentation presented by Mr. Hunter and reconvened at 4:27 p.m.
