MINUTES <br /> CODE OF ETHICS ADJUDICATING BODY <br /> City of Riverside <br /> Friday, December 13, 2013, 2 p.m. <br /> Large Fifth Floor Conference Room <br /> PRESENT: Chair Justin Scott-Coe, Members Keith Nelson, Dale Roberts, and <br /> Robert Wade <br /> ABSENT: Members Marisa Valdez Yeager and John Field (alternate) <br /> STAFF PRESENT: Sherry Morton, Rina Gonzales, and Neil Okazaki <br /> ALSO PRESENT: Jason Hunter, Doug Smith, Javier Moreno, Vivian Moreno, Mike <br /> Soubirous, Mary Shelton, Raychele Sterling, Tom Evans, Joseph <br /> Ortiz, and Kevin Dawson <br /> Chair Scott-Coe called the meeting to order at 2:05 p.m., with all members present except <br /> Keith Nelson, Marisa Valdez Yeager, and John Field (alternate). <br /> Member Nelson arrived during oral communications. <br /> ORAL COMMUNICATIONS FROM THE AUDIENCE <br /> Tom Evans spoke regarding board and commission members and the Code of Ethics. <br /> Mary Shelton spoke regarding the City Attorney's Office and the Human Resources Board. <br /> Joseph Ortiz spoke regarding attorney-client privilege. Vivian Moreno spoke regarding the <br /> City Attorney and the Human Resources Board. Raychele Sterling spoke regarding due <br /> process and the Code of Ethics. Jason Hunter spoke regarding his Code of Ethics <br /> complaint. Javier Moreno spoke regarding Jason Hunter's appeal hearing and due <br /> process. Doug Smith spoke regarding the Human Resources Board and the Code of <br /> Ethics. <br /> CODE OF ETHICS COMPLAINT - CONTINUED DELIBERATIONS <br /> Deliberation continued on the Code of Ethics and Conduct complaint filed by Jason Hunter <br /> alleging that Human Resources Board Members Norman Powell, Arthur Butler, Holly <br /> Evans, Jamie Wrage, Sonya Dew and Tricia Eibs violated the following sections of the <br /> Code of Ethics: (1) Creating trust of local government; (2) Making unbiased, fair, and <br /> honest decisions; (3) Treating everyone with respect and in a just and fair manner; <br /> (4) Ensuring that all public decisions are well informed, independent, and in the best <br /> interests of the City of Riverside; and (5) Ensuring that all officials are prepared for the <br /> exercise of their duties. <br /> Following discussion, a motion was made by Member Nelson and seconded by Member <br /> Roberts finding that after extensive deliberations the Adjudicating Body could not identify <br /> Code of Ethics violations against any member listed in the complaints, therefore Human <br /> Resource Members Norman Powell, Arthur Butler, Holly Evans, Jamie Wrage, Sonya Dew <br /> ADJ BODY-1 <br />
