The Transportation Board (Board) is charged to consider and
advise the City Council on such issues as: 1) on- and off-street parking; 2) traffic circulation on
city streets; 3) the Capital Improvement Program for transportation related projects; 4)
proposed amendments to the General Plan Circulation and Community Mobility Element; 5)
the Traffic Signal Synchronization Master Plan, (6) traffic calming alternatives; and 7) speed
limits, major road closures and grade crossings.
The Board meets monthly as scheduled business requires. The Board merged last year with
the Downtown Parking Committee and has 12 members, with one vacancy. Over the past year
the Board accomplished the following:
• Downtown Parking Study — 2 separate sub-committees have been meeting on how to
implement the recommendations — some of the highlights include:
• How to lower your cost of parking in Downtown on the RDP website;
• Moving reserved parking from surface lots to garages to free up more customer
parking closer to businesses;
• With the opening of garage 7, further reviewing parking in lots nearby for possible
reassignment/relocation to better balance customer parking availability; and
• Reviewing ways to reduce parking demands in Downtown, instead of building
more garages
• Revisited and resurveyed many streets throughout the year, lowering some speed
limits.
7-1
