E CTYGF ,1L St City Q,a, p � �� „ �� Q, City Council Memorandum TO: HONORABLE MAYOR AND CITY COUNCIL DATE: December 11, 2012 FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 12 WARDS: 4 & 5 SUBJECT: PLANNING CASE P12-0078 (SPECIFIC PLAN AMENDMENT) — REMOVAL AND REPLACEMENT OF AUTO CENTER FREEWAY ORIENTED SIGN AND TO UPDATE BUILDING MOUNTED LOGO CRITERIA ISSUE: The issue for City Council consideration is a proposal by the City of Riverside to consider an amendment to the Riverside Auto Center Specific Plan to clarify the sign provisions related to building mounted logos and revise the provisions for freestanding freeway oriented signs to facilitate the removal and replacement of the existing 75-foot high freeway oriented sign within the Auto Center Specific Plan area, generally bounded by Madison Street to the north, the AT&SF Railroad line to the east, Monroe Street to the south, and State Route 91 to the west. RECOMMENDATIONS: That the City Council: 1. Determine the proposed project is exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15061(b)(3); 2. Approve Planning Case P12-0078 based on and subject to the Planning Commission findings and recommended conditions found in the attached staff report; and 3. Adopt the attached Specific Plan Resolution. STAFF/PLANNING COMMISSION RECOMMENDATIONS: Staff recommended approval subject to recommended conditions of approval. On October 4, 2012, the City Planning Commission recommended approval of Planning Case P12-0078 by a vote of 7 ayes, 0 noes and 0 abstentions, with modifications to staff recommended conditions. BACKGROUND: On October 4, 2012, the City Planning Commission considered an amendment to the Riverside Auto Center Specific Plan to facilitate the removal and replacement of the existing 75-foot tall freeway oriented pylon sign with a new two-sided freeway oriented sign, approximately 81 feet 9 inches in height, with LED (Light-emitting Diode) screens angled 12-1
