E CTYGF <br /> ,1L <br /> St <br /> City Q,a, p � �� „ �� Q, City Council Memorandum <br /> TO: HONORABLE MAYOR AND CITY COUNCIL DATE: December 11, 2012 <br /> FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 12 <br /> WARDS: 4 & 5 <br /> SUBJECT: PLANNING CASE P12-0078 (SPECIFIC PLAN AMENDMENT) — REMOVAL <br /> AND REPLACEMENT OF AUTO CENTER FREEWAY ORIENTED SIGN AND <br /> TO UPDATE BUILDING MOUNTED LOGO CRITERIA <br /> ISSUE: <br /> The issue for City Council consideration is a proposal by the City of Riverside to consider an <br /> amendment to the Riverside Auto Center Specific Plan to clarify the sign provisions related to <br /> building mounted logos and revise the provisions for freestanding freeway oriented signs to <br /> facilitate the removal and replacement of the existing 75-foot high freeway oriented sign within <br /> the Auto Center Specific Plan area, generally bounded by Madison Street to the north, the <br /> AT&SF Railroad line to the east, Monroe Street to the south, and State Route 91 to the west. <br /> RECOMMENDATIONS: <br /> That the City Council: <br /> 1. Determine the proposed project is exempt from California Environmental Quality Act <br /> (CEQA) review pursuant to Section 15061(b)(3); <br /> 2. Approve Planning Case P12-0078 based on and subject to the Planning Commission <br /> findings and recommended conditions found in the attached staff report; and <br /> 3. Adopt the attached Specific Plan Resolution. <br /> STAFF/PLANNING COMMISSION RECOMMENDATIONS: <br /> Staff recommended approval subject to recommended conditions of approval. On October 4, <br /> 2012, the City Planning Commission recommended approval of Planning Case P12-0078 by a <br /> vote of 7 ayes, 0 noes and 0 abstentions, with modifications to staff recommended conditions. <br /> BACKGROUND: <br /> On October 4, 2012, the City Planning Commission considered an amendment to the <br /> Riverside Auto Center Specific Plan to facilitate the removal and replacement of the existing <br /> 75-foot tall freeway oriented pylon sign with a new two-sided freeway oriented sign, <br /> approximately 81 feet 9 inches in height, with LED (Light-emitting Diode) screens angled <br /> 12-1 <br />
