191 City Council Memorandum <br /> TO: HONORABLE MAYOR AND CITY COUNCIL DATE: September 11, 2012 <br /> FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 21 <br /> WARDS: 3, 5, 6 and 7 <br /> SUBJECT: ESTABLISHMENT OF SPEED LIMIT ZONE ON ARLINGTON AVENUE— <br /> ORDINANCE <br /> ISSUE: <br /> The issue for City Council consideration is reducing the speed limit on Arlington Avenue west of La <br /> Sierra Avenue to 40 MPH. <br /> RECOMMENDATIONS: <br /> That the City Council introduce and adopt an ordinance to: <br /> 1. Revise the boundaries of the existing 45 MPH speed limit zone on Arlington Avenue from <br /> "Adams Street to the westerly City limits" to "Adams Street to La Sierra Avenue"; and <br /> 2. Establish a 40 MPH speed limit zone on Arlington Avenue from La Sierra Avenue to the <br /> westerly City limits. <br /> COMMISSION RECOMMENDATION: <br /> On August 1, 2012, the Parking, Traffic and Streets (PT&S) Commission reviewed this matter; 10 of <br /> 12 members were present. The Commission voted unanimously to recommend the proposed <br /> revision of the 45 MPH Arlington Avenue speed limit zone boundaries and establishment of a 40 <br /> MPH zone on Arlington Avenue from La Sierra Avenue to the westerly City limits. <br /> BACKGROUND: <br /> Arlington Avenue from Adams Street to the westerly City limits is primarily a four lane roadway <br /> equipped with two-way left turn lane which currently has an established 45 MPH speed limit. <br /> Roadway conditions change on the westerly portion of this segment with notable variations in road <br /> width, alignment, unimproved dirt shoulders, lack of sidewalk improvements and a reduction in <br /> number of travel lanes from four to two with no two-way left turn lane. Due to collision history and <br /> roadway conditions on the westerly portion, the Public Works Department is proposing revision of <br /> the boundaries of the existing 45 MPH speed zone to separate this segment. <br /> A new Traffic and Engineering Survey was completed for the westerly portion from La Sierra <br /> Avenue to the westerly City limits. Based upon survey findings, collision history, and noted unusual <br /> 21 -1 <br />
