IMPARTIAL ANALYSIS BY CITY ATTORNEY <br /> City of Riverside Measure F <br /> (Creation of the Commission on Sustainability — new Charter Section 811) <br /> If approved by a majority of the voters, this Measure would amend the Riverside City <br /> Charter to add section 811, entitled "Commission on Sustainability." The measure will <br /> create a new commission to advise the Mayor and City Council on matters of <br /> sustainability as it pertains to environmental stewardship, economic development, and <br /> regional advantages as a means of pursuing a higher quality of life. The powers and <br /> duties of that commission would be set by ordinance of the Riverside City Council. <br /> If the Measure is approved by the voters, the Charter would specifically provide that the <br /> Commission on Sustainability is prohibited from having any supervisory powers over the <br /> actions or duties of City employees or the operations of City Departments, or other <br /> Boards or Commissions, or from having any authority or discretion which would <br /> supersede or conflict with authority otherwise vested in the City Council or any other <br /> Board, Commission or body by the Charter, State or Municipal law. <br /> If this Measure is approved, no immediate fiscal impact is anticipated. Current <br /> Riverside City staff would assist the new Commission on Sustainability in carrying out <br /> its duties and functions. Ultimately, the powers and duties of the commission as <br /> outlined in a future ordinance would dictate whether additional funding will be required, <br /> although no such additional funding is anticipated. <br /> This Impartial Analysis is hereby submitted to the Elections Official in conformance with <br /> Section 9280 of the Elections Code of the State of California.
