IMPARTIAL ANALYSIS BY CITY ATTORNEY <br /> City of Riverside Measure E <br /> (Creation of a New Charter Officer, the City Auditor — Charter Section 700) <br /> If approved by a majority of the voters, this Measure would amend the Riverside City <br /> Charter to include a new Charter officer, the City Auditor, appointed by the City Council, <br /> with the powers and duties of the City Auditor set by ordinance of the Riverside City <br /> Council. <br /> The Riverside City Charter currently provides for the appointment, by the Riverside City <br /> Council, of three Charter officers: the City Attorney, the City Clerk and the City <br /> Manager. This Measure, if approved by a majority of the voters, would add an <br /> additional Charter officer, the City Auditor. The powers and duties of the City Auditor <br /> would only be set by the Riverside City Council through the adoption of an ordinance, <br /> and would not be set forth in the Riverside City Charter. <br /> If this Measure is approved, no immediate fiscal impact is anticipated. Ultimately, the <br /> structure of the Office of the City Auditor as outlined in a future ordinance would dictate <br /> whether additional funding will be required. Possible changes could include funding for <br /> additional staff, as well as the creation of new classifications and /or revisions to salaries <br /> for existing classifications. Absent such changes, the City of Riverside has indicated <br /> that the existing budget of the City Manager's Office Internal Audit Division would <br /> remain sufficient to fund the City Auditor. <br /> This Impartial Analysis is hereby submitted : to the ,Elections Official in conformance with <br /> Section 9280 of the Elections Code of the State of California.
