<br />SUBJECT: BICYCLE MASTER PLAN UPDATE — ADDENDUM
<br />ISSUE
<br />The issue for City Council consideration is to approve the five -year update to the City's Bicycle
<br />Master Plan.
<br />RECOMMENDATIONS
<br />That the City Council approve the Bicycle Master Plan Five -Year Update Addendum.
<br />BACKGROUND
<br />On May 22, 2007, the City Council approved the City of Riverside Bicycle Master Plan ( "Plan ").
<br />On January 9, 2008, the Plan was approved by the Riverside County Transportation
<br />Commission (RCTC) making the City eligible to receive State of California Department of
<br />Transportation (Caltrans) Bicycle Transportation Account (BTA) funding.
<br />In order to remain eligible to receive State Funding it is necessary to update the Plan every five
<br />(5) years. The update must be adopted prior to March 31, 2012. As with the 2007 Plan, the
<br />City worked with Alta Planning on the attached addendum, which provides an updated inventory
<br />of all bicycle infrastructure and non - infrastructure improvements implemented over the past five
<br />(5) years as well as a brief description of new project recommendations.
<br />Since the adoption of the Plan in May 2007, the City of Riverside has added 0.5 miles to the
<br />Santa Ana River Trail between Bradford Street and Hidden Valley and approximately 50 miles of
<br />class II bike lanes to the City's existing bicycle network. The City has also identified and signed
<br />a six (6) mile Downtown Bike Loop, implemented a biweekly bike lane sweeping schedule and a
<br />weekly sweeping schedule on Victoria Avenue, designed and printed a "Share the Road"
<br />postcard, created the Bicycle Advisory Committee, sponsored several bicycle rides including the
<br />Tour de Riverside and the Citrus Classic, added a bicycle page to the City's website with an
<br />interactive bicycle map, designated a part time bicycle coordinator, and has been identified as a
<br />Bicycle Friendly Community at the Bronze level by the League of American Bicyclists.
<br />In addition, the City was awarded $104,596.88 in BTA funding in September 2009 for the
<br />Jefferson Street Bike Lane Project. The Jefferson Street Bike Lane Project is currently
<br />underway and includes the installation of class II bike lanes on Jefferson Street creating a
<br />north /south facility that will connect the east /west bicycle corridors on Victoria Avenue and
