Riverside Reward Program -Tobin - Page 2
Detectives believe that Mr. Tobin is the victim of homicide and that there may be witnesses or
people with information to this crime who have not yet come forward. In May 2001, the
"Riverside Reward Program," was approved by the City Council. Guidelines for offering
rewards are listed in section 5.49 of the Riverside Police Department Policy & Procedures
Manual. Investigators believe that offering a significant reward in the amount of $10,000 may
entice one or more witnesses to come forward with information that would lead to locating the
remains of Donald William Tobin, as well as assist in the identification and apprehension of the
person or persons involved in his murder.
FISCAL IMPACT
The reward amount of $10,000 is available in the Police Department Asset Forfeiture account.
This offer will expire 60 days after the date of the City Council's approval unless otherwise
extended by the City Council.
Prepared by: Sergio G.
