Riverside Reward Program -Tobin - Page 2 <br />Detectives believe that Mr. Tobin is the victim of homicide and that there may be witnesses or <br />people with information to this crime who have not yet come forward. In May 2001, the <br />"Riverside Reward Program," was approved by the City Council. Guidelines for offering <br />rewards are listed in section 5.49 of the Riverside Police Department Policy & Procedures <br />Manual. Investigators believe that offering a significant reward in the amount of $10,000 may <br />entice one or more witnesses to come forward with information that would lead to locating the <br />remains of Donald William Tobin, as well as assist in the identification and apprehension of the <br />person or persons involved in his murder. <br />FISCAL IMPACT <br />The reward amount of $10,000 is available in the Police Department Asset Forfeiture account. <br />This offer will expire 60 days after the date of the City Council's approval unless otherwise <br />extended by the City Council. <br />Prepared by: Sergio G.
