CITY OF <br />RJV R,S1I <br />Ciro �#'.4rts Unnov do City Council Memorandum <br />.............................. ............................... - ..................- ........................................................................................ ............................... <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: March 20, 2012 <br />FROM: POLICE DEPARTMENT ITEM NO: 32 <br />WARDS: ALL <br />SUBJECT: OFFER OF A TEN THOUSAND DOLLAR REWARD FOR INFORMATION <br />LEADING TO THE IDENTIFICATION AND APPREHENSION OF <br />PERSON(S) RESPONSIBLE FOR THE DEATH OF DONALD WILLIAM <br />TOBIN <br />ISSUE <br />The issue for City Council consideration is approval to offer a reward seeking witnesses to <br />come forward with information related to the death of Donald William Tobin in July 2010. <br />RECOMMENDATION <br />That the City Council adopt the attached Resolution offering the $10,000 reward. <br />BACKGROUND <br />On July 11, 2010, Riverside Police Department Robbery /Homicide investigators responded to <br />3991 Redwood Avenue in the City of Riverside reference the suspicious disappearance of <br />52 year old Donald William Tobin. Mr. Tobin was a very involved member of the Riverside <br />community and he worked at a local Riverside Thrift Store that also provided jobs and <br />assistance to people in need. <br />On July 7, 2010, Mr. Tobin left his home with the intentions of driving to his Riverside storage <br />unit to unload several items he had in his car. Mr. Tobin's silver Toyota was found two days <br />after he was reported missing. The vehicle was abandoned in the parking lot of the Carlson <br />Dog Park at Mission Inn and Indiana Hill Road near downtown Riverside. The vehicle was <br />locked and Tobin's cell phone and wallet were still inside. He never arrived at the storage unit <br />as planned and he hasn't picked up a paycheck at work since he disappeared. <br />Through interviews with Mr. Tobin's family and friends and as a result of the investigation that <br />followed, investigators believe that Mr. Tobin's disappearance is suspicious in nature. There <br />has been no bank activity on any of his bank accounts nor has there been any contact from <br />him since July 7, 2010. <br />32 -1 <br />
