December 19. 2011 Tom Evans, Chairman Charter Review Committee Citv of Riverside 3900 Main Street Riverside, Ca. 92501 Dear Mr. Evans, Victoria Avenue Forever recently received a copy of the Riverside Charter Review Committee Agenda dated Monday, November 7, 2011 in which line item number 5 stipulates in regard to the Park and Recreation Commission, "Remove responsibility for maintenance of parkways, shrubs, and trees within street right -of -way- Section 809." The board of directors of Victoria Avenue Forever voted unanimously at their meeting of December 14, 2011 to request that the Charter Review Committee amend this item so as to make an exception for Victoria Avenue in Section 809 (a) —(d). Victoria Avenue is the preeminent avenue in Riverside and possibly in Southern California. Our citizens have a very special place in their hearts for this magnificent linear arboretum. That is why Victoria Avenue Forever was founded over 20 years ago — to preserve, protect and enhance the beauty of the avenue. The over 600 members of Victoria Avenue Forever and the citizens of Riverside need to have direct access to a commission which will act in an advisory capacity to the City Council on matters pertaining to Victoria Avenue. We request that the recommended wording of Section 809, Park and Recreation Commission be amended in the following manner: "There shall be a Park and Recreation Commission which shall have the power and duty to: (a) Act in an advisory capacity to the City Council in matters pertaining to parks, recreation and parkways and street trees on Victoria Avenue." (d) Establish policies for the acquisition, development and improvement of parks and playgrounds and for the planting, care and removal of trees and shrubs in all parks, playgrounds and Victoria Avenue, subject to the rights and powers of the City Council."
