^ ��^"�:t�lt"��: <br />e� ,f�t�� , City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 25, 2011 <br />FROM: GENERAL SERVICES DEPARTMENT ITEM NO: 19 <br />WARD: 1 <br />SUBJECT: AWARD OF BID NO. 7005 FOR REPLACEMENT OF THE CITY HALL <br />DOMESTIC WATER PUMPING SYSTEM — PARTIALLY GRANT FUNDED <br />BY AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 <br />ISSUE: <br />The item for City Council consideration is whether to award Bid No. 7005 for the replacement of the <br />City Hall domestic water pumping system. <br />RECOMMENDATION <br />That the City Council authorize the award of Bid No. 7005 for the replacement of the City Hall <br />domestic water pumping system to Atlas Allied, Inc. of Anaheim, CA in the amount of $128,400. <br />BACKGROUND <br />The current City Hall domestic water pumping system was originally installed when the facility was <br />constructed in 1973. Other than necessary maintenance and some very minor modifications, the <br />system has remained essentially the same for thirty -eight years. Based on its age and operational <br />inefficiencies, the equipment has become more difficult and costly to maintain. Building Services <br />staff contacted an engineering firm to design an upgrade to the system. The newer system would <br />also provide a more energy efficient solution that would serve the building well into the future. <br />This project was originally bid in February, 2011 as Bid No. 6932. The lowest responsive bid at <br />$134,000 was determined to be higher than reasonable based on the estimate by staff and all bids <br />were rejected by City Council on June 14, 2011 in part due to budget constraints. <br />Upon further review of the project design, Bid No. 7005 was released on July 27, 2011. <br />Fourteen contractors attended a mandatory job walk and three contractors submitted bids on <br />August 30, 2011. Atlas Allied, Inc. of Anaheim, CA was then determined to be the lowest responsive <br />bidder with a bid of $128,400. The Purchasing Services manager concurs with this request. <br />19 -1 <br />
