In general, amnesty programs promote goodwill and <br />provide financial relief. <br />The elements of the proposed Riverside Parking Citation Amnesty Program include: <br />1. One -time amnesty period <br />a. February 1, 2012 through February 29, 2012 <br />2. Criteria <br />a. Parking citations issued prior to January 1, 2012 <br />b. Includes Scofflaw — vehicles having multiple delinquent parking citations will be <br />accepted under the amnesty program <br />c. Violator pays only base fine <br />d. All delinquent fees waived <br />e. Once the amnesty program expires, 100% of all applicable delinquent fees will be <br />applied <br />3. Available payment methods <br />a. Online: wwweiDticket.com /riverside <br />b. Telephone: Toll free 800 telephone number <br />c. Postal Mail: Postmarked on or before February 29, 2012 <br />d. In person: Monday — Friday from 8:00 a.m. — 5:00 p.m. at City Hall <br />4. Violator Notification — direct mailing <br />a. Sample Parking Citation Amnesty Program notification letter (Attachment B) <br />5. Public Awareness — advertising cost depends on timing and viability of various public <br />awareness methods and is estimated at $18,000. The success of an amnesty program <br />would largely depend on the extent of the public's awareness of the program. Examples <br />include, but are not limited to: <br />a. Update the City's website <br />b. Modifications to the City's voice recorded messages (phone on hold) <br />c. Utility bill insert <br />d. Newspaper advertisement — Press Enterprise, LA Times and OC Register <br />e. Local government broadcast - GTV segment <br />f. City's newsletter — Riverside Outlook <br />g. Local radio announcement <br />h. Multilingual public service announcement <br />i. Weekly press releases <br />6. Technology - the City contracts with TDS to provide processing services for all parking <br />citations issued. Estimated cost to the City is $73,100 for processing citations under the <br />amnesty program as follows: <br />a. TDS will provide and mail the Parking Citation Amnesty Program notification <br />letters to the postal address on file with the DMV at a cost of $2.00 per letter, for <br />an estimated cost of $70,600. <br />b. TDS will have to reconfigure their database and system setup to be able to query <br />and accept payments without a delinquent fee. The setup is a one -time cost to the <br />City in the amount of $2,500. <br />16 -3 <br />
