A one -time Parking Citation Amnesty <br />Program would allow residents with unpaid parking citations to pay their citation at the current <br />citation rate without delinquent fee(s) being assessed. <br />An article published in August 2004 by Government Finance Review states that most amnesty <br />programs in U.S. cities have collected on average between 2% and 3% of outstanding debt. <br />Based on a national collection rate average of 3 %, Riverside would expect to collect <br />approximately $75,015. However, with an aggressive public awareness campaign, staff <br />anticipates that Riverside has the potential to experience up to a 5% collection rate, resulting in <br />16 -2 <br />
