City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCILDATE: October 11, 2011 <br />FROM: FIRE DEPARTMENT ITEM NO: <br />WARD: All <br />SUBJECT: ACCEPTANCE OF THE 2011 DEPARTMENT OF HOMELAND <br />SECURITY/FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) <br />URBAN SEARCH AND RESCUE GRANT – SUPPLEMENTAL <br />APPROPRIATION. <br />ISSUE: <br />The issue for City Council’s consideration is whether to accept the 2011 Urban Search and Rescue <br />grant funding in the amount of $1,144,578 from the Department of Homeland Security for USAR <br />Task Force training, equipment, and administrative activities. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Approve acceptance of grant funding in the amount of $1,144,578 from the Department of <br />Homeland Security/FEMA Urban Search and Rescue. <br />2. Authorize the City Manager, or his designee, to execute the necessary documents with the <br />Department of Homeland Security/FEMA Urban Search and Rescue. <br />3. Authorize increase in estimated revenue in the amount of $1,144,578 and increase in <br />appropriation in the same amount to project accounts to be assigned by the Finance <br />Department. <br />BACKGROUND: <br />Congress has provided the Department of Homeland Security, Federal Emergency Management <br />Agency (DHS/FEMA) with FY2011 funding for Urban Search and Rescue (USAR) response and <br />operational preparedness. Of the funds allocated to USAR programs, the City of Riverside USAR <br />Task Force (CA-TF6) has been awarded $1,144,578 under a FY2011 grant. No matching funds are <br />required under the grant’s funding agreement. <br />The grant funds will be used for administration, training, equipment acquisition and maintenance. A <br />portion of the funds will be used to pay the salaries and benefits of one (1.0) Fire Captain (D), one <br />
