First Amendment to Agreement with GE for the WQCP Phase 1 Expansion • Page 2 <br />LEAPmbr Technology <br />MBR technology is rapidly improving, particularly in the area of energy efficiency. The LEAPmbr <br />system offers multiple advances including an increase in surface area, optimized tank design, <br />increased productivity and advances in air scouring technology. The change that most impacts the <br />WQCP is the advancement of the air scour aeration system. The new design removes the cyclic <br />valves, associated air headers and reduces the number of air scour blowers. The simplified aeration <br />system constantly pushes air into a plenum at the bottom of each cassette which is then allowed to <br />"burst" in slugs and shake the membrane fibers more efficiently. <br />The Technical Memorandum (Attachment 1) provides more detailed information regarding the <br />LEAPmbr system and its impacts on the WQCP Phase 1 Expansion in terms of design, warranty, <br />schedule, contract and cost. <br />Construction Cost Savings <br />The use of LEAPmbr would reduce the WQCP Phase 1 Expansion construction costs by <br />approximately $800,000 due to the elimination of piping and equipment no longer required by the <br />LEAPmbr design. <br />Utility Savings /Warranty <br />The Agreement with GE included a guarantee that the annual energy consumed by the air scour <br />blower system would not exceed $239,057.43, or GE would pay the City for the increased energy <br />cost. Under the proposed First Amendment, GE would guarantee that the LEAPmbr system energy <br />costs will not exceed $164,518.50, a savings of $74,539 per year over the current Agreement. <br />Design <br />The incorporation of the LEAPmbr system into the current WQCP Phase 1 Expansion would require <br />GE and CDM, designer of the overall project, to modify their respective designs. The cost of design <br />revisions for both GE and CDM is $330,416 representing an approximate 2% cost increase to the <br />MBR system. This is within the change order allowance previously approved by the City Council. <br />Schedule <br />To incorporate the design changes, both GE and the design team will need to modify the existing, <br />almost complete bid documents. It is estimated that an additional four (4) to six (6) weeks will be <br />required to revise, review and back check the design drawings. <br />Contract <br />To expedite design modifications and minimize any impact to the WQCP Phase 1 Expansion <br />schedule, GE would contract directly with CDM for modification of the overall project design. Both <br />the additional GE and CDM design costs would be authorized through the Agreement with GE. <br />There is sufficient funding in the existing change order authority to accommodate these additional <br />costs. Furthermore, the First Amendment would also be funded through the 10% change order <br />allowance authorized under the Agreement. <br />19 -2 <br />
