iax nr <br />EkSID1 <br />C IV <br />e City Council Memorandum <br />Cit �fAlrts Unn ovarion <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 4, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 32 <br />WARDS: ALL <br />SUBJECT: BID NO. 6929 — RIVERSIDE REGIONAL WATER QUALITY CONTROL PLANT <br />BIOSOLIDS HANDLING UPGRADES — CONTRACT AWARD <br />ISSUE <br />The issue for City Council consideration is award of a construction contract for Bid No. 6929 — <br />Riverside Regional Water Quality Control Plant (WQCP) Biosolids Handling Upgrades (Project). <br />RECOMMENDATION <br />That the City Council award a construction contract for Bid No. 6929 —WQCP Biosolids Handling <br />Upgrades to G.S.E. Construction Company Inc. located in Livermore, California, in the amount of <br />$4,991,000. <br />BACKGROUND <br />The Project will upgrade the Biosolids Handling Facility at the WQCP by providing a new dewatered <br />solids storage /loadout facility consisting of: 1) two (2) sliding frame storage silos, truck scale and <br />ancillary equipment; 2) a new dewatered solids pumping system consisting of two (2) dewatered <br />sludge cake pumps, 3) feed chutes with diverter gate and ancillary equipment and piping to the new <br />truck loadout facility; 4) modifications to the existing dewatered solids conveyor; 5) demolition of the <br />existing truck loadout facility; 6) removal and replacement of four (4) mixing pumps and motors for <br />Digesters 1 and 2; 7) demolition of the existing pavement around the solids handling building; and <br />8) installation of new pavement and drainage improvements around the solids handling building. <br />The existing silo and loadout facility is more than 20 years old and does not have enough storage <br />capacity to hold sludge over the weekend. The proposed storage silos will provide a minimum of <br />three (3) days sludge storage capacity and efficient operation of the dewatering and truck loading <br />facility. Additionally, the facility requires continuous operation of the dewatering and truck loading <br />facility. Finally, replacement of the mixing pumps for Digesters 1 and 2 will improve the overall <br />performance of the Digesters. <br />Although the proposed improvements to the Biosolids Handling Facility have been planned as a <br />separate project from the upcoming WQCP Phase I Plant Expansion project, the improvements are <br />compatible and will serve the long term needs of the WQCP. <br />32 -1 <br />
