Jefferson Street Bike Lanes and No Parking Zones • Page 2 <br />Arlington Avenue to Indiana Avenue matter; eight (8) of nine (9) members were present. The <br />Commission voted unanimously to recommend an alternate proposal to install Class II bike lanes on <br />Jefferson Street from Arlington Avenue to Victoria Avenue, establish a "No Parking Any Time" zone <br />on both sides of Jefferson Street from Evans Street to Victoria Avenue and establish a timed "No <br />Parking" zone on both sides of Jefferson Street from California Avenue to Indiana Avenue. <br />BACKGROUND <br />The Public Works Department has been awarded a Caltrans Bicycle Transportation Account (BTA) <br />grant to fund installation of Class II bike lanes on Jefferson Street from Arlington Avenue to Victoria <br />Avenue. The project also includes minor roadway widening on Jefferson Street from Victoria <br />Avenue to 300 feet northerly thereof to provide sufficient width within this segment to accommodate <br />the proposed bike lanes. <br />The bike lanes would provide a north /south connection to existing major bike lane facilities on <br />Victoria and Arlington Avenues in accordance with the Bicycle Master Plan. This connection would <br />aid bicyclists in traversing the city and provide bicyclists with safer access to Jefferson Elementary <br />School, Ramona High School and Jones Park. <br />The properties situated along Jefferson Avenue north of the 91 Freeway are primarily residential <br />(single and multi - family), while the properties located south of the 91 Freeway are commercial <br />businesses. Little of the street parking is utilized during the daytime, with the exception of the Auto <br />Center area which is not being restricted. Installation of Class II bike lanes would require removal of <br />segments of on- street parking. Establishment of a "No Parking Any Time" zone on both sides of <br />Jefferson Street from Evans Street to Victoria Avenue would enable uninterrupted bike lane use <br />within this non - residential segment at all times. <br />Concerns expressed by the public, Riverside Unified School District (RUSD) and the Principal of <br />Jefferson Elementary School through correspondence and at the September 7, 2011 PT &S <br />Commission meeting centered on the originally proposed timed "No Parking" zone on both sides of <br />Jefferson Street from Arlington Avenue to Indiana Avenue. Impacts to parking for Jefferson <br />Elementary School were of primary concern. <br />As a result, the PT &S Commission revised the proposal to exclude establishment of parking <br />restrictions on both sides of Jefferson Street from Arlington Avenue to California Avenue to better <br />accommodate parking needs in the vicinity of Jefferson Elementary School. Bicycles would have <br />alternate access to Arlington Avenue via California Avenue or Via San Luis (both of which are <br />signalized intersections) during periods when lanes may be obstructed by parked vehicles adjacent <br />to or across from the school. <br />Establishment of a "No Parking Between the Hours of 7:00 a.m. to 6:00 p.m. Monday thru Friday" <br />zone along both sides of Jefferson Street from California Avenue to Indiana Avenue would allow for <br />unobstructed bike lane use within this segment during peak commute and school hours. The <br />proposed parking restriction would limit the impact on residents by providing unrestricted on- street <br />parking overnight and on weekends. <br />27 -2 <br />
