-4, loption ol'Rclocatron Plan — Rrrcrsr<Ic_ lrcrnre l rra<Ic Prolcct 'Page
The Plan reports the findings of Paragon in assessing the circumstances and needs of the affected
displacees and the availability of residential and commercial replacement properties. It also
summarizes the manner by which mandatory procedures will be followed to assure that relocation
benefits are made available to eligible displacees and that they will be fully informed of the nature of
the procedures for obtaining relocation assistance and benefits.
Based on the Plan, there are a number of suitable residential and commercial sites within a 10 -mile
radius of the Project site, with additional sites in surrounding areas of the City and Riverside County.
The displacees should be able to relocate in a timely manner to a place of their choice.
The relocation program to be undertaken conforms to the standards and provisions of the State of
California Relocation Law, Government Codes, and Uniform Relocation Assistance and Real
Property Acquisition Policies Act.
The Plan was made available to the displacees and the property owners on June 24, 2011 and
copies were placed at City Hall, the downtown library and Marcy Library for a period of 30 days for
public input.
The Public Works Department concurs with the recommendation above.
FISCAL IMPACT
There is no fiscal impact to the General Fund. Federal and State laws require the City to provide
relocation assistance for displacees. Although the Plan does not have a direct fiscal impact, the
implementation of the Plan may result in fiscal obligations for the City in the estimated amount of
$720,000, for which sufficient funds are available in the Project Account No. 9595728 - 440125.
Submitted by: Emilio Ramirez, Development Director
Certified as to
availability of funds: Paul C. Sundeen, Assistant City Manager /CFO /Treasurer
Approved by: Deanna Lorson, Assistant City Manager
for Bradley J. Hudson, City Manager
Approved as to form: Gregory P.
