All Ayes <br />DISCUSSION CALENDAR <br />SEIZING OUR DESTINY - AGREEMENT - CONVENTION CENTER <br />EXPANSION AND RENOVATION - 3443 ORANGE <br />Following discussion, the City Council (1) awarded a design-build agreement <br />to Turner Construction Company, Anaheim, in an amount not-to-exceed <br />$30,750,000 for design and construction services to expand and renovate the <br />Convention Center located at 3443 Orange Street; (2) authorized the <br />preparation of a design-build agreement with Turner Construction Company <br />for the project; (3) authorized the City Manager, or his designee, to issue <br />change orders in an amount not-to-exceed 15 percent ($4,612,500) of the <br />project budget for construction changes including, but not limited to, owner <br />requested changes, unforeseen conditions, and design improvements; <br />(4) approved a total project budget of $36 million including design, <br />construction, contingency, project management, fees, permits, testing, and <br />inspections; (5) conceptually approved the issuance of debt by the General <br />Fund in an amount sufficient to generate $30 million of construction proceeds <br />for the Convention Center project; (6) conceptually approved the allocation of <br />$6 million in Redevelopment Funds from the Merged Downtown/Airport- <br />Hunter Park/Northside Redevelopment Project Area; (7) authorized a <br />supplemental appropriation in the amount of $36 million to a project account <br />as established by the Finance Division; (8) authorized the City Manager, or <br />his designee, to execute the design-build Agreement including making minor, <br />non-substantive changes, and to sign all documents and instruments <br />necessary to implement the Project; and (9) directed staff to return to the MotionX <br />City Council with final recommendations regarding the financing structure for SecondX <br />the project within 90 days. All Ayes <br />STATE ALTERNATIVE REDEVELOPMENT PROGRAM - ORDINANCE <br />INTRODUCED <br />Following discussion, the City Council introduced an ordinance to continue <br />the existence and operation of the Redevelopment Agency; whereupon, the <br />title “An Ordinance of the City Council of the City of Riverside, California, <br />Determining it Will Comply with the Voluntary Alternative Redevelopment <br /> 97-14 <br />
