COUNCIL/AGENCY <br />MEMBERS <br />CITY COUNCIL <br />AND <br />GMBDMHA <br /> <br />AEAAAAD <br />REDEVELOPMENT AGENCY <br />RLIVCRA <br />2 <br />DELITM <br />MINUTES <br />NNESAS <br />EDYR <br />TUESDAY, JULY 26, 2011, 12 P.M. <br />RRT <br />ART PICK COUNCIL CHAMBER <br />EH <br />CITY HALL <br />ZU <br />3900 MAIN STREET <br />R <br />1234567 <br />WARDS <br /> <br />Roll Call: Present X XXXXXX <br />Mayor Loveridge called the meeting to order at 12 p.m., with all members <br />present. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no oral communications at this time. <br />CLOSED SESSIONS <br />The Mayor and City Council recessed to the City Council Board Room for <br />closed sessions pursuant to Government Code (1) 54957 for performance <br />evaluation of City Manager; and (2) §54957 for appointment of City Manager. <br />INTERIM CITY MANAGER <br />Mayor Loveridge announced that during closed session the City Council <br />unanimously appointed Community Development Director Scott Barber as <br />Interim City Manager effective August 15, 2011. <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br />CASE P11-0199 - RIVERSIDE COMMUNITY COLLEGE DISTRICT - <br />VACATION - FAIRMOUNT/UNIVERSITY/WHITTIER - RESOLUTION <br />Hearing was called to consider vacation of approximately 13,588 square feet <br />of public right-of-way consisting of a segment of Fairmount Boulevard <br />between University Avenue and Whittier Place and a segment of mid-block <br />alley westerly of Fairmount Boulevard between University Avenue and <br />Whittier Place. One person spoke on the matter. The public hearing was <br />officially closed. Following discussion, the City Council (1) determined that <br />the proposed project will not have a significant effect on the environment <br />pursuant to Section 15061(b)(3) of the California Environmental Quality Act, <br />as it can be seen with certainty that there is no possibility that this project will <br />have a more significant effect on the environment than that previously <br />analyzed in conjunction with the Mitigated Negative Declaration certified by <br />the Riverside Community College District (RCCD) in 2006 which included an <br />analysis of the proposed vacation relative to the proposal by RCCD to vacate <br />the segment of Fairmount Boulevard; (2) approved Case P11-0199 based on <br />and subject to the Planning Commission findings and recommended <br />conditions as outlined in the written staff report; (3) adopted a resolution and <br />instructed the City Clerk that it is not to be recorded until all conditions have <br />been met; whereupon, the title having been read and further reading waived, <br /> 97-13 <br />
